Project Narrative
The City of Edmonds Department of Parks, Recreation and Human Services is proposing improvements
to Mathay Ballinger Park, to align with the 2022 Parks, Recreation, and Open Space (PROS) plan, as well
as the 2023 Capital Facilities Program.

A building permit has been applied for under BLD2023-1127 and is in progress with the City of Edmonds.
The building permit work consisted of the restroom and associated walkways and was by itself under
storm drainage thresholds. The 1,620 square feet of area from that project have been included in the
plans and engineering for this project, as it is a common plan of development that now exceeds the
threshold.
This narrative clarifies what work is proposed under BLD2023-1127 (the Restroom Building Permit) and
under this Clearing & Grading Permit (site improvements).
Property Description
Mathay Ballinger Park is comprised of multiple types of legal property with assorted ownership by the
City of Edmonds and Snohomish County PUD. Improvement work in Mathay Ballinger Park will occur
across three parcels:

• 27043100402800: (City of Edmonds)
• 27043100403100: (Snohomish County PUD)
Additionally, a large portion of the park is in un-named City of Edmonds right of way, although it is
functioning as open park space. Some park improvements are also located within the right-of-way of
78t" PI. W. There are two zoning designations (P and RS-8) for the park, neither of which entirely follow
parcel lines (see the above Figure 1 for zoning layout of park and surrounding area).
Permit Phasing
The permitting for this project has been separated into the restroom building permit (which includes
minimal site work) and the site improvements/clearing and grading permit. The restroom building
permit was applied for first to expedite the construction of a much -needed restroom while the site
improvements and property ownership was worked out. As a result, the two permits are proceeding on
separate timelines.
The Restroom Building Permit is the accessory building permit already in review for the
restroom (BLD2023-1127). This permit covers installation of a pre -fabricated single -stall
restroom and the minimum necessary site improvements to support its use (water/sewer
connection, asphalt overlay, and a walkway from the ADA stall to the restroom). The purpose of
this permit is to enable the installation of the restroom ahead of the full site review. New and
replaced impervious total area associated with this permit is 1,620 square feet, which is under
stormwater thresholds. No drainage facilities are proposed at this phase.
The Clearing & Grading Permit covers this current permit application and includes the asphalt
walkway through the center of the park as well as concrete pads with picnic tables and benches,
and additional parking. We expect that stormwater design will be reviewed under this permit as
a Common Plan of Development. New and replaced impervious area for the full site (including
the work to be permitted under the Restroom Building Permit) will be 9,416 SF.
