12. A WHOLE HOUSE VENTILATION SYSTEM SHALL BE INSTALLED OF EITHER INTERMITTENT OR CONTINUOUS
OPERATION AS REQUIRED BY THE 2018 IRC, CH.15.
13. DUCT LEAKAGE TEST RESULTS SHALL BE PROVIDED TO THE BUILDING INSPECTOR AND HOMEOWNER PRIOR TO AN
APPROVED FINAL INSPECTION PER WSEC 101.4.3.1 & 403.2 A SIGNED AFFIDAVIT DOCUMENTING THE DUCT LEAKAGE
TEST RESULTS SHALL BE PROVIDED TO THE BUILDING INSPECTOR PRIOR TO AN APPROVED FINAL INSPECTION.
14. A RESIDENTIAL ENERGY COMPLIANCE CERTIFICATE COMPLYING WITH WSEC 401.3 IS REQUIRED TO BE COMPLETED
BY THE DESIGN PROFESSIONAL OR BUILDER AND PERMANENTLY POSTED WITHIN 3' OF THE ELECTRICAL PANEL
PRIOR TO FINAL INSPECTION.
15. INSULATION INSTALLERS SHALL PROVIDE A CERTIFICATION LISTING THE TYPE, MANUFACTURER AND R-VALUE OF
INSULATION INSTALLED IN EACH ELEMENT OF THE BUILDING THERMAL ENVELOPE (WSEC R303.1.1)
16. THE BUILDING OFFICIAL, UPON NOTIFICATION, SHALL MAKE A WALL INSULATION INSPECTION IN ADDITION TO
THOSE INSPECTIONS REQUIRED IN SECTION R109 OF THE IRC. THIS INSPECTION SHALL BE MADE AFTER ALL WALL
AND CAVITY INSULATION IS IN PLACE AND PRIOR TO COVER (WSEC R104.2.1)
17. A BAFFLE SHALL BE INSTALLED ADJACENT TO SOFFIT AND EAVE VENTS FOR AIR PERMEABLE INSULATIONS IN
VENTED ATTICS. (WSEC R402.2.3)
18. ACCESS HATCHES FROM CONDITIONED SPACES TO UNCONDITIONED SPACES SHALL BE WEATHER STRIPPED AND
INSULATED TO A LEVEL EQUIVALENT TO THE INSULATION ON THE SURROUNDING SURFACES (WSEC R402.2.4)
19. THE BUILDING OR DWELLING UNIT SHALL BE TESTED AND VERIFIED AS HAVING AN AIR LEAKAGE RATE OF NOT
EXCEEDING 5 AIR CHANGES PER HOUR. TESTING SHALL COMPLY WITH SECTION R402.4.1.2 OF THE 2018 WSEC. TEST
RESULTS SHALL BE POSTED ON THE RESIDENTIAL ENERGY COMPLIANCE CERTIFICATE (SEC 105.4)
20. EACH DWELLING UNIT IS REQUIRED TO BE PROVIDED WITH AT LEAST ONE PROGRAMMABLE THERMOSTAT FOR THE
REGULATION OF TEMPERATURE PER 2018 WSEC 403.1.
21. MINIMUM 75% OF ALL INTERIOR LIGHTING SHALL BE HIGH EFFICACY LUMINAIRES.
22. ALL EXTERIOR LIGHTING SHALL BE HIGH EFFICACY LUMINAIRES.
23. PER 2018 WSEC R402.2.7 FLOOR INSULATION SHALL BE INSTALLED TO MAINTAIN PERMANENT CONTACT WITH THE
UNDERSIDE OF THE SUB -FLOOR DECKING. INSULATION SUPPORTS SHALL BE INSTALLED SO SPACING IS NO MORE
THAN 24" ON CENTER. FOUNDATION VENTS SHALL BE PLACED SO THAT THE TOP OF THE VENT IS BELOW THE
LOWER SURFACE OF THE FLOOR INSULATION.
24. U-FACTORS OF FENESTRATION PRODUCTS (WINDOWS, DOORS AND SKYLIGHTS) SHALL BE DETERMINED IN
ACCORDANCE WITH NFRC 100. PRODUCTS SHALL BE LABELED AND CERTIFIED BY THE MFR.

WHOLE -HOUSE VENTILATION SYSTEM
M1507.3.1 SYSTEM DESIGN.
EACH DWELLING UNIT OR GUEST ROOM SHALL BE EQUIPPED WITH A VENTILATION SYSTEM COMPLYING WITH SECTION
M1507.3.4. M1507.3.5. M1507.3.6, OR M1507.3.7. COMPLIANCE IS ALSO PERMITTED TO BE DEMONSTRATED THROUGH
COMPLIANCE WITH THE INTERNATIONAL MECHANICAL CODE.
M1507.3.2 CONTROL AND OPERATION.
1. CONTROLS FOR ALL VENTILATION SYSTEMS SHALL BE READILY ACCESSIBLE BY THE OCCUPANT.
2. LOCAL EXHAUST SYSTEMS SHALL BE CONTROLLED BY MANUAL SWITCHES, DEHUMIDISTATS, TIMERS, OR
OTHER APPROVED MEANS.
3. CONTINUOUS WHOLE -HOUSE VENTILATION SYSTEMS SHALL OPERATE CONTINUOUSLY. EXHAUST FANS,
FORCED -AIR SYSTEM FANS, OR SUPPLY FANS SHALL BE EQUIPPED WITH "FAN ON" AS OVERRIDE CONTROLS.
CONTROLS SHALL BE CAPABLE OF OPERATING THE VENTILATION SYSTEM WITHOUT ENERGIZING OTHER
ENERGY -CONSUMING APPLIANCES. A LABEL SHALL BE AFFIXED TO THE CONTROLS THAT READS "WHOLE
HOUSE VENTILATION (SEE OPERATING INSTRUCTIONS)."
4. INTERMITTENT WHOLE -HOUSE VENTILATION SYSTEMS SHALL BE CAPABLE OF OPERATING INTERMITTENTLY
AND CONTINUOUSLY. THE VENTILATION RATE SHALL BE ADJUSTED ACCORDING TO THE EXCEPTION IN
SECTION M1507.3.3. THE SYSTEM SHALL BE DESIGNED TO OPERATE AUTOMATICALLY BASED ON THE TYPE OF
CONTROL TIMER INSTALLED. THE SYSTEM SHALL OPERATE AT LEAST ONE HOUR OUT OF EVERY FOUR. THE
SYSTEM SHALL HAVE A MANUAL CONTROL AND AUTOMATIC CONTROL, SUCH AS A 24-HOUR CLOCK TIMER.
AT THE TIME OF FINAL INSPECTION, THE AUTOMATIC CONTROL SHALL BE SET TO OPERATE ACCORDING TO
THE SCHEDULE USED TO CALCULATE THE WHOLE HOUSE FAN SIZING. A LABEL SHALL BE AFFIXED TO THE
CONTROLS THAT READS "WHOLE HOUSE VENTILATION (SEE OPERATING INSTRUCTIONS)."
M1507.3.2.1 OPERATING INSTRUCTIONS
INSTALLERS SHALL PROVIDE THE MANUFACTURER'S INSTALLATION, OPERATING INSTRUCTIONS, AND A
WHOLE -HOUSE VENTILATION SYSTEM OPERATION DESCRIPTION.
M1507.3.3 MECHANICAL VENTILATION RATE.
THE WHOLE HOUSE MECHANICAL VENTILATION SYSTEM SHALL PROVIDE OUTDOOR AIR TO EACH HABITABLE SPACE AT A
CONTINUOUS RATE OF NOT LESS THAN THAT DETERMINED IN ACCORDANCE WITH TABLE M1507.3.30).

CONTINUOUSLY OPERATING EXHAUST FAN WHOLE -HOUSE SYSTEMS SHALL PROVIDE OUTDOOR AIR AT THE
FOLLOWING RATES CALCULATED USING TABLES M1507.3.30) AND M1507.3.3(2):

TO ENSURE AIRFLOW TO ALL SEPARATED HABITABLE SPACES BY INSTALLING DISTRIBUTION DUCTS, INSTALLED
GRILLES, TRANSOMS, DOORS UNDERCUT TO A MINIMUM OF z INCH ABOVE THE SURFACE OF THE FINISH FLOOR

INLETS SHALL BE SCREENED OR OTHERWISE PROTECTED FROM ENTRY BY LEAVES OR OTHER MATERIAL.
OUTDOOR AIR INLETS SHALL BE LOCATED SO AS TO NOT TAKE AIR FROM THE FOLLOWING AREAS:
1. CLOSER THAN 10 FEET FROM AN APPLIANCE VENT OUTLET, UNLESS SUCH VENT OUTLET IS 3 FEET ABOVE
THE OUTDOOR AIR INLET.
2. WHERE IT WILL PICK-UP OBJECTIONABLE ODORS, FUMES OR FLAMMABLE VAPORS.
3. A HAZARDOUS OR UNSANITARY LOCATION.
4. A ROOM OR SPACE HAVING ANY FUEL- BURNING APPLIANCES THEREIN.
5. CLOSER THAT 10 FEET FROM A VENT OPENING OF A PLUMBING DRAINAGE SYSTEM UNLESS THE VENT
