• Stamped electronic drawings have been uploaded to the City of Edmonds FTP site.
Our structural & non-structural reviews of the permit application materials & drawings is now complete.
We find the drawings to be in substantial compliance with applicable codes.
The following items should be noted as Conditions of Permit Approval:
• Our approval is contingent upon the City of Edmonds approval of the following items:
o Alternate means to reduce the number of plumbing fixtures on Level 2
o Final recording of the Sales Prohibition Covenant
• The owner is required to coordinate with Snohomish County Health Department regarding their
required permits and inspections.
• Standard ACT ceilings are required to be constructed in accordance with NWCB Technical
Document 401.
• Redlines can be found on the following sheets: G1.02, G2.01, G2.02, G2.03, G2.20, G2.22, G2.23,
G2.24, G2.25, G2.26, A0.11, A0.21, A0.31, A0.41, A5.21, A5.22, A5.25, A5.26, A10.03, and Al2.01.
• Deferred submittals are required on this project for the following elements:
o Storefront framing (aluminum, cold form)

o Bidder design holdown system
o Mechanical unit support and anchorage/bracing (including built-in kitchen equipment such
as hoods)
o Stairs, handrails, and guardrails (where information is not previously provided within the
approved drawings)
o Fire -stop systems, including membrane- and through -penetration fire stop assemblies not
specified or detailed within the drawings.
o Dropped GWB ceilings & GWB soffits, suspended wood slat ceilings
• Special inspections are required on this project as specified within the structural drawings:
concrete, reinforcing steel, steel, and post -installed anchors. Reference the Structural Notes on
sheet S0.04 & S0.05.
• Anchor Testing and Shoring Monitoring are required on this project as specified within the shoring
drawings. Reference the Structural Notes on sheet SH1.1.
• Geotechnical inspections are required as recommended by the geotechnical engineer, Terracon.
(Geotechnical Engineering Report, Edmonds Senior Living, Edmonds, Washington, Project No.
81185173, dated December 20, 2019).
o All subgrades should be field verified by the geotechnical engineer to help identify areas
with unstable subgrades. These areas should be removed and replaced with suitable fill or
recompacted. (p. 6)
o The earthwork efforts should be monitored under the observation of the geotechnical
engineer. Each lift of compacted fill should be tested, evaluated, and reworked as
necessary until approved by the geotechnical engineer prior to placement of additional
lifts. Each lift of fill should be tested for density and water content. In areas of foundation
excavations, the bearing subgrade should be evaluated by the geotechnical engineer. In
the event that unanticipated conditions are encountered, the geotechnical engineer should
recommend mitigation options. (p. 8)
o In addition to the documentation of the essential parameters necessary for construction,
the continuation of the geotechnical engineer into the construction phase of the project
provides the continuity to maintain the geotechnical engineer's evaluation of subsurface
conditions, including assessing variations and associated design changes. (p. 8)
o Terracon should be included in discussions with the design team regarding design of
temporary shoring systems for this project and should review the shoring design for
compliance with the recommendations for shoring provided in this report. (p. 16)
o Terracon should be retained as the geotechnical engineer to provide observation and
testing services during pertinent construction phases. If variations appear, Terracon can
provide further evaluation and supplemental recommendations. If variations are noted in
the absence of observation and testing services on -site, Terracon should be immediately
notified so they can provide evaluation and supplemental recommendations. (p. 19)
o "We recommend that a geotechnical engineer observe the footing subgrades at the time of
construction to help identify the dense, native soil unit targeted for footing subgrade." (p. 2
of the Geotechnical Engineering Report —Addendum Letter No. 2)
