Navix Engineering 11235 SE 6' St. #150 Bellevue WA 98004 RE: CA Senior Housing Tree Evaluation Dear Ms. Taflin: We have evaluated all of the on -site, shared -ownership, and off -site trees of a proposed senior Housing facility at 21200 72nd Ave. W. in Edmonds. The purpose was to determine the condition of the trees and make recommendations for cultural care or removal. A field assessment was conducted on July 29, 2020. Findings and Recommendations There are 18 trees at or near 21200 72nd Ave. W. These trees are a mix of native conifers and planted ornamental trees. Species include Douglas -fir (Pseudotsuga menziesii), red maple (Acer rubrum), Scotch pine (Pious sylvestris), and Norway maple (Acer platanoides). Tree size ranges from 13 to 38 inches in diameter at breast height (DBH). Tre condition ranges from `Very Poor' to `Good,' with half (50%) of the trees described as being in `Fair' condition or better. Photo 1. View of Trees at 21200 72" Ave. E. in Edmonds. These trees are marked at the base with an orange painted number corresponding to Table 1 below. Two (2) off -site trees and 5 shared -ownership trees may have to be retained because permission to remove 6 of them has not yet been granted. Six (6) of these 7 trees are marked with blue numbers. Page 2 RESUB CA Senior Housing - Tree Evaluation May 24 2021 DEVELOPMENT SERVICES DEPARTMENT A row of I I Douglas -fir trees (#8 - #18) grows along the southern side of the project area. Most of these trees are in `Poor' condition due to topping. Most of these trees have regrown poorly attached multiple tops, that would be potentially hazardous to proposed site improvements. Stem decay and multiple stem defects are also typical of trees in this area. Removing and replacing these trees with the permission from the adjacent property owner would mitigate this potential risk and provide the site with quality trees after completion of the project. One additional off -site Scotch pine tree is infected with lophodermium needle cast (Lophodermium seditiosum) fungus and sequoia pitch moth (Synanthedon sequoia). This tree will likely die from these maladies within the next few years and should also be removed and replaced with permission from the adjacent property owner. A nearby Norway maple is in `Fair' condition and will need to be protected from the impacts of construction by placing 4 ft. tall orange mesh tree protection fencing (Attachment 3) at the minimum root protection zone (RPZ) distance described in Table 1. In the event that the unhealthy off -site and shared -ownership trees must be retained, they will also need to be protected with tree protection fencing at the RPZ distance described in Table 1. There should be no equipment activity (including rototilling) within the RPZ. No irrigation lines, trenches, or other utilities should be installed within the CRZ. Cuts or fills should impact no more than 20% of a tree's root system. If topsoil is added to the root zone of a protected tree, the depth should not exceed 2 inches of a sandy loam or loamy fine sand topsoil and should not cover more than 20% of the root system. If roots are encountered outside the RPZ during construction, they should be cut cleanly with a saw and covered immediately with moist soil. If a proposed save -tree must be impacting by grading or fills, then the tree should be re-evaluated by WFCI to determine if the tree can be saved with mitigating measures, or if the tree should be removed. An additional off -site tree and 5 shared - ownership trees should also be removed due to their poor health and multiple stem defects. If removing these 6 trees is not possible, then they will need to be protected during construction along with 1 healthy off -site tree. Please give us a call if you have any questions.
