We are requesting the position be extended through to 12/31/24 using grant funds. In 2025 the position is being transitioned to a Limited Term employee and is included in the 2025 proposed budget under fund 018. We are requesting the position be approved as a Limited Term position through 12/31/2025 The attached job description reflects a pay grade change from the Hourly Pay Schedule to the Non - Represented Pay Schedule. This is due to the transition from Temporary to Limited Term. NR grade 23 is comparable with Hourly grade 16. Staff Recommendation Staff is asking for the Social Worker position to be extended through 2024 using grant funds and the position to be approved for 2025 as Limited Term with the attached job description and salary schedule on the consent agenda at the next meeting. The funding is already included in the 2025 proposed budget. If council chooses to not approve the 2025 proposed budget listing this position as limited term and funding it under fund 018, then the social worker position will not extend past what grant funds allow in early 2025. The duties include considerable public contact and are intended to provide resource coordination and support to individuals contacted by law enforcement and/or emergency medical response and the social service needs of people within this population. Green buildings incorporate principles of energy and resource efficiency, practical applications of waste reduction and pollution prevention, good indoor air quality and natural light to promote occupant health and productivity, and transportation efficiency in design and construction, during use and reuse. Edmonds' 2020 Comprehensive Plan identified green building incentives as necessary to achieve the climate change goals. Implementing this, Edmonds' 2023 Climate Action Plan reaffirms that an incentive program is necessary to achieve climate neutrality. The Climate Action Plan aims to restrict the global average temperature increase to +1.5°C by Edmonds achieving climate neutrality by 2050. Over half of Edmonds' local climate pollution stems from buildings. Of those, two-thirds come from residences. Staff began the legislative process with the proposed code amendments for green building incentives in January 2024. Please refer to previous agenda memoranda and meeting materials for greater details. At a special meeting of the City Council Public Safety, Planning, Human Services, and Personnel Committee on October 15, 2024, staff provided more illustrative analysis of the proposed incentives. Staff previously prepared 3D models of the existing baseline regulation to illustrate the changes proposed by the tiered residential incentives for both single- and multifamily development. Staff explained the limitations and assumptions made when formulating these illustrations, leveraging to - scale printed materials and 3D models to foster discussion of alternatives. Staff Recommendation Staff recommends the presented code amendments attached for adoption and implementation of a green building incentives program. Planning Board Recommendation The Planning Board recommends the attached draft code amendments to Council after a vote in favor at their July 24, 2024, meeting. Mayors' Climate Protection Committee Recommendation The Mayors' Climate Protection Committee recommends the attached draft code amendments to Council after a vote in favor at their October 3, 2024, meeting. Narrative Packet Pg. 8 2.2 Responsive to Council input, staff revised the proposed amendments. Anticipating changes to Edmonds' low -density residential zoning regulation to comply with new State regulation, staff removed the drafted amendment to Chapter 16.20 from the proposal. Formulation of green building incentives for the new low -density residential zoning paradigm could be incorporated into the development of the new code. Similarly, staff recognized the intent of the Arts Center Corridor, concomitant with the BD5 zone on 4tn Avenue N, which aims to encourage adaptive reuse of historic buildings, maintain compatibility with existing single-family residences on the corridor, support live -work use, and incorporate art. Staff modified the incentives offered in BD5 to better support these outcomes, eliminating the previous height bonus eligibility for BIDS. Lastly, staff eliminated the either/or option for density and height for the RM zone. This change recognizes compatibility needs with the future land uses in the draft 2024 Comprehensive Plan. Certified multifamily residences are allowed an additional five feet above the stated height limit of ECDC 16.30.030(A), to a total of 30 feet. Certified development may leverage the five-foot pitched roof height bonus of ECDC 16.30.030(A)(1) for all portions above 30 feet. D. Parking. Certified multifamily residential development must provide at least one off-street parking space per dwelling unit rather than the requirements of ECDC 17.50.020(A)(1)(b). If, on occasion of a vacant appointive office, the mayor elects to propose a reorganization of the appointive offices which would alter the specifications of the vacant appointive office, he shall have 60 days from the date of the vacancy to introduce a reorganization proposal to the city council along with any necessary accompanying budget amendment. If reorganization is proposed, recruitment to fill the vacant appointive office may be postponed until after the city council acts upon the reorganization proposal. D. The mayor shall appoint, subject to council confirmation, the appointive officers. The city council shall interview the top three candidates for each position prior to the mayor's appointment; provided, that the city council may waive the three -interview requirement by motion adopted by a majority plus one of the full council and may opt to interview as few as two candidates for any vacant appointive office; and further provided, that when an appointive office becomes vacant, or is about to become vacant, again within nine months of the city council's confirmation of the last mayoral appointment to that office, the city council may waive an additional round of interviews, by motion adopted by a majority plus one of the full council, and proceed immediately to confirming the appointment of a candidate interviewed by the city council during the most recent recruitment for that appointive office. The mayor's appointments to all other employee positions shall not be subject to city council confirmation. E. The mayor shall have the authority to appoint, without city council confirmation, an acting director to perform the functions and duties of a vacant appointive office, subject to the term limitations described in ECC 2.10.040(B); provided, that there is budgetary authority to fill the position.
