This staff decision is in response to the permit application received March 4, 2024, which
requested the ability to use the average front setback exception in ECDC 16.20.040(A) to add an
addition to the main floor of the primary building located on the lot addressed 1217 11 th Pl N. The
subject parcel is zoned RS-12 and has a regularly required street setback of 25' from the 11 th Pl N
property line.
In accordance with ECDC 16.20.040(Al, a survey from a land surveyor registered in the state of
Washington was submitted to the City on October 16, 2024. The survey shows the street property
line along the southeast side of 11th Pl. N for the block on which the subject parcel is located along
with the existing setback distances of all six existing residential buildings on the same side of this
block, including the subject site. The six addresses included in the survey are 1123 Viewland Way,
1217 11 th Pl N, 1225 11 th Pl. N, 1305 11 th Pl. N, 1313 11 th Pl N, and 1323 11 th Pl. N. The average of these
setbacks is 19.2-feet according to the Terrane survey. However, the survey does not account for
the pillared entryway at 1217 11 th Pl. N Street lot line, which is shown as 13.375-feet on the attached
site plan. Based on this information, the street setback for the parcel addressed 1217 11th Pl. N is
reduced from 25' to 18.83' as allowed by ECDC 16.20.040(A).
This determination runs with the land, and any setback exceptions available in the code applicable
to the RS-12 zone may be used together with the reduced setback.
