In a case where consensus cannot be reached after a reasonable attempt has been made, the Chairperson may call for a majority vote. Roll Call and Absences: Sofia -Marie read the land acknowledgment. Umrah and Elaine have excused absences. Jessie shares a statement to speak to the election results and the work that the Commission does. 2. Approval of Agenda: Rebecca moves to approve the agenda; Rowan seconds; approval by consensus. 3. Approval of October 9, 2024, Summary: Bumped to the December meeting for approval. 4. Public Comment (3 minutes per speaker): None. 5. Update from the City: Todd, Megan, Councilmember Eck: Todd explains Council approved the preferred landuse alternatives on Monday. Budget deliberations are currently underway at Council now, they hope to have it approved by the end of November or early December. Councilmember Eck elaborates on the preferred alternatives' approval. It was a positive step to get this approved as it could have stalled the Comp Plan Update. The Council approved the Planning Board recommendations with only a few edits. There was a budget retreat this past Saturday to review revenue sources. Please share any input with Councilmember Eck as she would like all the input as they work through the budget approval process. Council is going through the budget and identifying alternative cuts. Possible revenue sources could be selling buildings or raising fees. Patty asks if there is a way to identify the impact on the community with respect to disproportionate impacts throughout the City. The presentation from Monday night highlights hubs and centers throughout the City, the slides have the Planning Board recommendations shows impacts. Focusing on hubs and centers will distribute the growth protentional throughout the City. Rebecca also emphasizes the impacts to the community should be a consideration as budget cuts are being identified. Councilmember Eck explains, the Department heads have been thoughtful of the impacts of the cuts that have been proposed. Rebecca shares she participated in the Community Budget Panel, there was a robust discussion around revenue. Interviews: The Commission interviews the following two candidates. a. Joseph Tai Ademofe b. Elaine DuCharme Appointment Deliberations: After a brief discussion about the interviews, Rebecca motions to appoint Elaine to the partial term and Joseph to the full -term position, Patty seconds, approval by consensus. Old Business: a. Grant Program Update & Application: Megan will email the redlined version out to the group for input. She will also send the advertisement to get the info out in time to get payments out with the current budget. Rowan shares that the adult books from last years purchase are being sorted through at their house. Patty distributed the children's book to the Edmonds School District librarians. They shared there has been a DEI librarian group in the district for a decade. They are also receptive to providing recommendations of book needs for future purchases. b. Land Acknowledgment — Next Steps: Pam explains that the memo is ready to go if there aren't any changes by the Commission. Rebecca suggests integrating a call to action into the memo and including the process. Councilmember Eck suggests adding a blurb at the top of the memo that highlights the DEIA Commission's intentions. Todd adds December 17th is the next Human Services Committee meeting at Council and that could be the best time to present it. Patty shares her experience with the City of Seattle and discussions about indigenous people, they're emphasizing education around indigenous people and sovereign nations and how you respectfully engage. Government should do their research, know who the leaders are, what their practices are. She adds that her own work has highlighted that the City of Edmonds does not identify data by race. Seattle research is local and fresh to glean from. An opportunity to amplify what indigenous community members have already asked for. Relationship building is another point to highlight. Patty motions to deputize Pam, Rebecca, & herself to amend and finalize the memo, Rowan seconds, motions approval by consensus. 9. Committee Updates: a. Community Engagement & Visibility: i. DEIA Commission Priority Check -In: Patty explains that Elaine finalized the document. Will bring final copy back to December for approval. ii. Calendar: 1. School Districts Partnership Opportunities; SnoCo Pride Foundation; Pride 2025; Juneteenth: Add to the December agenda, connecting Rebecca's calendar to the School District months and flesh out how the Commission has capacity to show up. b. Executive: i. January 2025 Meeting Date: move to 2nd week of January — Megan will seek out a location. ii. Film Series Evolution Continued Discussion: Bump until 2025 when there is a full commission. iii. Tree Lighting Update: Seeking a contact to connect with to represent indigenous people. iv. Holiday Market Commitment: Megan sent out the Doodle Poll today. We'll nail down a date once everyone responds. c. City Engagement & Policy: Nothing. 10.
