Snohomish County classifies the soil data shown in the City of Edmonds GIS. The majority of the soils on site are classified as Alderwood Urban Land complex, 2-8% slopes, while portions of the site on the southwestern corner and eastern side, including the Olympic Ave parking lot, are classified as Alderwood Urban Land complex, 8-15% slopes. According to LiDAR data, there are three sections intersecting the property from north to south that contain slopes of approximately 25%. Slopes of 15-40% with this soil type are considered erosion hazard areas. The erosion hazard sections are located east of the parking lot on Olympic Ave, through the developed property in the midsection of the parcel, and along the southeastern property boundary. According to the City's GIS information, Hindley Creek passes under the southwest corner of the site. During inspection of the subject site, it was confirmed that the parcel steadily slopes downward from east to west through terraced development. There is a retaining wall in excess of 10-feet just east of the parking lot on Olympic Ave. Travelling west, towards the midsection of the open-air campus, there is another set of retaining walls flanking an internal architectural atrium that are all in excess of 15-feet in height. At the southwestern corner of the property Hindley Creek was identified flowing westward on an adjacent parcel. It appears that the creek flows through a culvert and daylights at the west end of the property. An Erosion and Sediment control plan compliant with chapter 18.30 ECDC may be required for development on a site containing an erosion hazard area which would be reviewed as part of a building permit. Streams are considered critical areas pursuant to ECDC Chapter 23.90 and may require development buffer zones of 40ft - 150ft (ECDC 23.90.040(D)). Waterways that are confirmed to contain fish habitat by the Washington Department of Natural Resources are considered fish and wildlife habitat conservation areas within the City of Edmonds (ECDC 23.90.010(A)(1)(b)). A qualified professional will need to assess the area to determine the classifications of the potential stream and its associated fish and aquatic habitats. What does this mean? The critical area regulations are only triggered when an alteration is proposed to a critical area or its buffer. However, once an alteration in or near critical area is proposed, critical area studies and City review and approval may be required. What is an `Alteration'? According to Section 23.40.005 of the Edmonds Community Development Code (ECDC): "Alteration" means any human -induced action which changes the existing conditions of a critical area or its buffer. Alterations include, but are not limited to: grading, filling; dredging; draining; channelizing; cutting, pruning, limbing or topping, clearing, relocating or removing vegetation; applying herbicides or pesticides or any hazardous or toxic substance; discharging pollutants; paving, construction, application of gravel; modifying for surface water management purposes; or any other human activity that changes the existing landforms, vegetation, hydrology, wildlife or wildlife habitat value of critical areas. Unpermitted alteration of a critical area or buffer (including tree trimming or topping, dumping yard waste, or application of pesticides or fertilizers) can lead to enforcement action and fines.
