Review of Final EIS for Comprehensive Plan Update

Background/History
A draft environmental impact statement (EIS) was developed as part of analyzing options and impacts
for alternatives to the City's 2024 Comprehensive Plan update. The scope of this EIS was based on a
scoping process that included public input before the EIS was actually begun. Analysis and drafting of
the EIS followed.
The draft EIS for Edmonds comprehensive plan update was posted online on September 29, with
comments due by October 29. After reviewing the comments and other information, work began on
final EIS.
Staff Recommendation
Review and discuss the final environmental impact statement (FEIS).
Narrative
Under the State Environmental Policy Act, the draft environmental impact statement (DEIS) for a
comprehensive plan is a "non -project" environmental analysis. That type of analysis is done at a
somewhat general level for long-term plans, such as for an entire city, without necessarily drilling into
analyses of particular small areas within the city. At the same time, the analysis needs to identify
mitigation tools to reduce significant impacts. By contrast, a "project" EIS would look at details of a
specific parcel or groups of parcels and a specific type of development proposed there.
Public comments on the Edmonds DEIS were summarized and clustered into topic areas. A week -by
week posting of comments was also provided online and available to the Council and public under the
DEIS Public Comments section at:
https://www.edmondswa.gov/government/departments/development_services/planning_division/ever
yones_edmonds/draft_project_documents.
At the time this agenda memo was prepared, the final EIS had not been issued. It was due December 4,
2024, and should be ready imminently. As soon as the final EIS is complete, it will be sent to the City
Council and posted online for consideration.
At Council's special meeting on December 10, a presentation on the FEIS will be provided. Council
members will have an opportunity to consider and discuss highlights of the document together.
