(WRI) visited the property located at 8475 Frederick Place in Edmonds on February 24, 2023 to evaluate a segment of Perrinville Creek mapped approximately 120 feet west of the site. The subject property consists of one tax parcel (#00594400006402). It is further identified as a portion of Section 7, Township 27N, Range 4E under the public land survey system. The site is located within the Puget Sound drainage sub -basin in Water Resources Inventory Area (WRIA) 8. The City of Edmonds issued a critical area determination (dated January 31, 2023), which indicated the mapped presence of Perrinville Creek in the vicinity of the subject property. The purpose of this report is to document the stream type and required buffer and to assess whether any stream or buffer impacts may occur during development of the subject property. 2.0 SITE DESCRIPTION The subject property is forested. Surrounding land use consists of single-family residential development. A segment of Perrinville Creek was observed in the location mapped by the City of Edmonds, approximately 120 feet west of the property. The stream flows through the area in a combination of open channels and the piped stormwater system, as shown in Appendix A. 3.0 REVIEW OF EXISTING RESOURCES Public resource information was reviewed to gather background information on the stream. The following resources were consulted prior to the site visit: Edmonds GIS Man: As described above, the Edmonds online interactive GIS map depicts a segment of Perrinville Creek approximately 120 feet west of the subject property. It is shown flowing through a combination of open channels and the piped stormwater drainage system (see Appendix A). Statewide Washington Integrated Fish Distribution: This online interactive mapping resource, which includes combined data from the Washington Department of Fish and Wildlife and the Northwest Indian Fisheries Commission, does not depict any fish species presence in the stream near the subject property. Coho and Resident Coastal Cutthroat are documented as present in a portion of Perrinville Creek downgradient of the site, north of Talbot Road. Forest Practices Application Mapping Tool (FPAMT): This online interactive map does not depict a stream in the vicinity of the subject site. 8475 Frederick Place 1 Stream Determination Report WRI #23042 February 27, 2023 4.0 STREAM DETERMINATION 4.1 METHODOLOGY Streams are determined using the methodology described in the Washington State Department of Ecology document Determining the Ordinary High Water Mark for Shoreline Management Act Compliance in Washington State (Anderson et. al. 2016). 4.2 RESULTS During the site investigation, Perrinville Creek was observed as mapped per the Edmonds GIS Map to the west of the subject property. The stream flows through a network of open channels, culverts, and piped stream segments. The open channel stream segment that is located to the west of the subject property is approximately 3 feet wide with a cobble/gravel and mud substrate (see Figure 1). The stream flows from the south through a culvert under Frederick Place through an open channel for approximately 56 feet where it enters another culvert and continues through the piped stormwater drainage system for approximately 1,700 feet to the outfall at Puget Sound (see Appendix A). (Image source: Edmonds GIS map) Pursuant to Edmonds Community Development Code (ECDC 23.90.010), streams in Edmonds are classified in accordance with Washington Administrative Code (WAC 222-16-030). The subject stream is greater than 2 feet wide and has a downstream gradient of less than 16 percent. It is therefore classified as a Type F stream. Perrinville Creek is documented as an anadromous fishbearing stream by the City of Edmonds (ECDC 23.90.010(A)). However, no anadromous or resident fish species are documented in the subject stream segment. Given that the stream flows through the piped stormwater drainage system for approximately 1,700 feet downgradient of the site, it is extremely unlikely that anadromous fish species could access this stream segment. Per ECDC 23.90.040(D), Type F anadromous fishbearing streams receive 75-foot buffers adjacent to reaches without anadromous fish access. The 75-foot stream buffer does not extend onto the subject property. Therefore, no impacts to the stream or buffer will result from development on the site. 8475 Frederick Place 4 Stream Determination Report 11W #23042 February 27, 2023 5.0 USE OF THIS REPORT This report is based largely on readily observable conditions and, to a lesser extent, on readily ascertainable conditions. No attempt has been made to determine hidden or concealed conditions. The laws applicable to wetlands are subject to varying interpretations and may be changed at any time by the courts or legislative bodies. This report is intended to provide information deemed relevant in the applicant's attempt to comply with the laws now in effect. The work for this report has conformed to the standard of care employed by wetland ecologists.
