the shop drawing starrip of the EOR.
• The Specialty Structural Engineer (SSE) shall provide drawings and calculations for the deferred design submittal to the EOR
for review. Design shall conform to loading & deflection criteria as required by the 2012 IBC. Drawings and calculations for
deferred subinittals shall be designed by a structural/civil engineer licensed in the state of Washington. Deferred submittals
shall be stamped/signed by the SSE and shall include all material requirements and manufacturer literature.
Any request for alternate design, modification, variance or other administrative deviation (hereinafter "variance") from
adopted codes, ordinances or policies must be specifically requested in writing and be called out and identified. Processing
fees for such request shall be established by Council and shall be paid upon submittal and are non-refundable.
Approval of any plat or plan containing provisions which do not comply with city code and for which a variance has not been
specifically identified, requested and considered by the appropriate city official in accordance with the appropriate provision
of city code or state law does not approve any items not to code specification.
Building Envelope Testing is required per WSEC 402.4.1.2.3
Building pen -nit BLD2016-1109 for the loading dock temporary roof structure must be finaled and the structure removed prior to
occupancy of Phase 2 building.
Sound/Noise originating from temporary construction s ites as a result of construction activity are exempt from the nois e limits
of ECC Chapter 5.30 only during the hours of 7:00am to 6:00pm on weekdays and 10:00am and 6:00pm on Saturdays, excluding

addition of recessed planters. These will serve as transitions between a new flattened sidewalk and
steeper ramp portion to the south and the existing Second Avenue curb which slopes continually to the
south.

This technical memorandum is an attached to the Traffic Impact Analysis Worksheet and provides a brief
description of the development proposal and trip generation forecast.
Description of the Proposal:
The proposed Edmonds Mixed -Use is Phase 2 of the redevelopment the Edmond Post Office site. The
site address is 201 Main Street. Specifically, the site is located on the south portion of the larger site
which is bound by Bell Street, a one-way northbound alley James Street and 2 nd Ave N. The existing site
is was formerly occupied by a US Post Office which is being relocated into the Phase 1 development.
Phase 2 includes a four story building with a parking garage, approximately 7,500 of street level
commercial space and 26 multifamily apartment units located on the top two stories.,
The Phase I parking garage will be expanded to accommodate parking for Phase 2. Garage access will be
shared with the Phase 1 access off of 2 nd Ave N. Phase 2 is anticipated to be built out by 2016-2017.
The May 8, 2014 Traffic Impact Analysis Worksheet and corresponding technical memorandum
documented both trip generation and sight distance for Phase 1. Sight distance at the access was
determined to be sufficient.
Phase 1, which is current under construction, is being completed with 43 multifamily apartment units
and a new space for the post office.
Trip Generation Forecast:
Table 1 summarizes the number of trips forecast by the Phase 2 development. Data from the ITE Trip
Generation Manual, 9th Edition (2012) was used to forecast trip generation for the proposal. Trip
sharing between the proposed uses and Phase 1 is anticipated to be very minimal.
Phase 2 is forecast to generate 323 weekday daily trips and 23 PM peak hour trips.

5. Show all dry utilities and where they enter the building as well as the required utility separation.
Please add a note that a minimum of 3' separation is required between the dry utilities (power, gas,
phone, cable, etc.) and sewer, water, and storm and 5'frorn any City main lines.
Added. Most of these utilities comes in off of the existing, recently completed Phase I building
(near/through transformers in the middle of the overall development).
6. Is overhead power in proximity of new structure? It was my understanding that the power crosses
over to the east side of the alley. If not and the power is close, then you will need to confirm with
PUD that separation requirements can be met.
Overhead power was moved across the alley in the vicinity of the Phase 11 building, and was "alley
armed" to get the lines further away over the Phase 1.
7. Please add the following note: "A separate irrigation permit must be obtained from the City Public
Works Department. Prior to final acceptance provide a copy of the backflow test report to the City's
Cross -Connection Control Specialist. Test reports can be faxed to 425.744.6057 or e-mailed to
linda.mcmurphy@edmondswa.gov. Backflow testing will be required on an annual basis thereafter."

plan revision was made in the May 23, 2014 plan set by LPD.
3. Provide a detail for the retaining wall adjacent to the sidewalk on Main St. The detail should show
that the entire wall and railing is placed on private property. The detail shall also include the
reinforcement and configuration of the footings of the wall.
This will be provided on the structural plans, as it is a part of the building. Reference the plan note

Sheet C4.1 — WATER AND SEWER PLAN
1. The inline valve on the water main is not required. You may hot tap the fire and domestic lines.

2. It is the responsibility of the applicant to verify that the proposed size of the domestic is
sufficiently sized to meet the water supply needs of the new building. Sizing of the domestic
line to be confirmed once the plumbing permit has been submitted and reviewed. Issuance of

This technical memorandum updates the March 19 document of the same name. Please also find attached,
a copy of the updated'City of Edmonds Traffic Impact Analysis Worksheet. The following includes a brief
description of the project and trip generation forecast.
Description of the Proposal:
The proposed Edmonds Mixed -Use is Phase 2 of the redevelopment the Edmond Post Office site. The site
address is 201 Main Street. Specifically, the site is located on the south portion of the larger site which is
bound by Bell Street, an alley, James Street and 2 nd Ave N. The existing site was occupied by an 8,632 sq. ft.
US Post Office.
Phase 2 includes a four story (mid -rise) building with a parking garage, approximately 7,500 of street level
commercial space and 26 multifamily apartment units located on the top two stories.
The Phase 1 parking garage will be expanded to accommodate parking for Phase 2. Onsite parking access
will be off of 2"' Ave N. Phase 2 is anticipated to be built out by 2016-2017.
The May 8, 2014 Traffic Impact Analysis Worksheet and corresponding technical memorandum
documented both trip generation and sight distance for Phase 1. Sight distance at the access was
determined to be sufficient.
Phase 1, which is current under construction, is being completed with 43 multifamily apartment units and a
new space for the post office.
Trip Generation Forecast:
Table 1, attached, summarizes the number of trips forecast by the Phase 2 development. Data from the ITE
Trip Generation Manual, 9th Edition (2012) was used to forecast trip generation for the proposal. Onsite
trip sharing between the proposed uses and Phase 1 is anticipated to be minimal.
Phase 2 is projected to generate fewer trips than the existing land use. With the net new trip generation
being negligible, Phase 2 is not required to submit traffic impact fees for this proposed change in use.

The restoration requirement shall include the total cost for all TESC as a minimum, not a maximum. In addition, corrective work, both on- and off -site needs to be included.

One more try. Here is the haul route showing the Dayton path coming into the site and the Sunset path coming out of
the site.
For the areas, the Phase 2 area of work had 16,540 sq ft (0.38 acres) impervious in the existing condition; it will have
