This memorandum provides an independent street impact fee (SIF) for the proposed
VTL Hair Salon project in Edmonds, Washington. The proposed hair salon would
replace an existing office space within a larger building. A project description is
provided below.
1. PROJECT DESCRIPTION
• The VTL Hair Salon project seeks to renovate 471 square feet (sf) of an existing
1,760 sf building as a hair salon. The are is presently used as general office
space.
• The subject site is located at 8311-A 212th Street SW in Edmonds. The site is
bordered to the south by 212th Street SW, situated on .21-acre tax parcel
#00373600100703.
• A vicinity map of the surrounding roadway network is provided in Figure 1
with the subject site highlighted in blue. A conceptual floor plan is presented
in Figure 2.

2. STREET IMPACT FEE
The City of Edmonds Municipal Code Section 3.36.125 provides details on the SIF.
Impact fees are assessed on a square footage basis for various uses listed within the
table therein.
Existing Use
The existing office use is covered in the table under ITE's Land Use Code (LUC) 710 -
General Office. The associated street impact fee is as follows':
710 - General Office: $10.89 per square foot.
Proposed Use
In review of the table, the proposed use (hair salon) does not have an applicable use
code. Therefore, per ECC 3.36.130, an independent fee calculation was undertaken.
While the current edition of the Institute of Transportation Engineers' (ITE's) Trip
Generation Manual, 11th Edition, does not include a hair salon land use code, a
previous version (10th Edition) does. This version lists a PM peak hour trip rate of 1.45
trips per thousand square feet. 2 This PM trip rate will be used along with the City's
per trip fee of $5,530.21 to develop a fee per square footage using the following
formula:
Fee per sq. ft.= (Trip rate x Fee per trip)/1000 4 Fee = (1.45 x $5,530.21)/1000
_ $8.02 per square foot
Using the City's methodology and substituting ITE's LUC 918 - Hair Salon's trip rate,
yields a street impact fee of $8.02 per square foot.

Street Impact Fee
Using the fee per unit for the existing office ($10.89/sf) and the derived fee for the
proposed hair salon use ($8.02/sf), a net new impact fee can be calculated as
summarized in Table 1.

In total, the street impact fee would be lower with the change in use. Therefore, no
new impact fees are identified with the change in user. Attached are the ITE sheets
for trip rate reference.
3. CONCLUSION
The VTL Hair Salon project would renovate 471 square feet from general office use to
hair salon use in an existing building. The City of Edmonds' impact fee table includes
associated fees for general office space but has no applicable use code for a hair
salon. Therefore, an independent street impact fee assessment was conducted.
Based on the ITE trip rates, a fee of $8.09 per square foot was developed for a hair
salon. As this fee per unit is lower than the existing office use, no new impact fees
associated with the change is use are identified.
