Hi Richard,
On Friday, March 1 st, I talked to Amber Brokenshire at the Planning and Development department,
Edmonds, about the Building Permit submittal process for the Tree Retention and Protection Plan.
She said that no documents could be handed over the counter, but rather the submittal is from one
place------- so, I am guessing that is you.
I did tell her that there are 3 stumps and no significant trees and she did ask when the trees were taken
down (last year), etc., etc.
She suggested I review the tree service documents to see if there was any reference to the condition of
the trees. I did review and found nothing to that effect, but I did mention, and include here, the PUD
documents that indicated both trees were marked to be removed in 2012, but we, as a family, tried to
delay that decision and worked to remove the ivy....... but, over the years, we were unsuccessful at that.
Anyway, I will attach all the materials I have, including my corrected list of proposed trees to be
planted on the north end of the property (changed from what I had originally after she said native NW
trees are what they want).
So, I guess you can review these documents and notes, determine if they should all be submitted for
the Tree part of the submittal, and go for it.
As you will see in my notes----- an Arborist report could be waived due to the tack of significant trees
and no mitigation or concerns with existing trees. Leif told me he typically did not need the use of an
arborist.
Hopefully, this material should be good enough.

2. Tree Retention and Protection Plan Components:
a. Tree inventory:
i. Number system N/A as there are no significant trees on this lot.
b. Site plan depicting the following:
i. Location of all proposed improvements (see attached Site Plan).
ii. Accurate location of significant trees on subject property and adjacent properties
where the canopy and/or critical root zone of adjacent significant trees extend onto

With regards to the Building Permit Submittal, I was informed that a Tree Retention
and Protection Plan is needed by your department.
I have reviewed the requirements for Tree Inventory, Site Plan, and Arborist Report
and will include that information for you.
This vacant lot has no significant trees to report in a tree inventory. The Site Plan
that has been drawn up has references to a 40 inch cedar tree, a maple cluster, and an
18 inch evergreen tree. These are just stumps, and their locations are noted on the
Site Plan. I will include a photo page to show current views of the lot.
I will include the 2012 Line Clearance documentation from PUD, dated 10/31/2012
that indicated the two trees: cedar and hemlock, were marked for removal given their
condition (ivy infestation) and proximity to the overhead power lines.
At that time, in 2012, my father owned this lot, which is directly in front of our
existing house (8816). 1 was able to delay the removal of these trees, by signing a
Waiver of Responsibility and to make an effort to remove at least some of the ivy and
try to save the trees. Over the years, the ivy situation, high up on the trees, got worse
and the health of these two trees declined. Both of my parents passed away in 2020
and I inherited this property in front of our house. The decision was made to remove
these two trees, as they did present a hazard. Both of the trees were severely
compromised by the ivy and the cedar also had serious interior rot situation.
With regards to surrounding properties, the lot to the south, owned by Paul
Sitthauer, has a stand of evergreen trees near the property line that are regularly
trimmed by PUD, as you will be able to see in the photos I will include. I will note their
location on the Site Plan, as well as the drip line and tree canopy over our side of the
property line about a distance of 14 feet. There will be no change in the slope grade in
the area along this chain link fence that marks this south property line. The PUD
underground power terminus, located at the SE corner of the vacant lot, will be used to
feed power to the new house. The routing of this underground line will be to the
"Mechanical Room" in the SE corner of the house, so it will not be in the area of the
neighbor's trees, which are located further down property line to the west.
With regards to the landscaping for the property and placement of future trees, I do
not plan to plant anything along that south property line, due to the overhead power
lines and the Utility Easement that PUD would like to keep clear for their access.
I do plan to plant trees on the northern end of the property and I will include a
landscape sketch to show the locations and types of trees planned. And, because of
the slope nature of this property, I will be using downspout rain water, particularly from
the NE corner of the house, to supply water to the trees and plants on that hillside to
the north of the house (a "rain garden on a slope"!).
I hope this information helps you out, and I also hope you agree with my
recommendation that an Arborist report is not needed for this report.

Hi Amber,
Thanks for the information and recommendations you gave to me as to the Tree
Retention and Protection Plan Submittal process.
I have compiled and will be submitting the materials via Richard Okimoto, the
architect for this house project.
I did review the statements I had from ecotreeNw and also the job estimate I had
received from Evergreen Tree Care. Neither one included any additional descriptions
on the conditions of the trees. other than the details about removal.
Also, for your information, in my conversations with both of these tree removal
companies, I did ask if a permit was required for tree removal and they both responded
that a permit was not needed.
However, both ecoTreeNW and Evergreen Tree Care agreed that both trees were
heavily covered by ivy infestation and the hemlock tree, in particular, was a tree in need
of removal, due to the dead branches, heavy weight of the ivy, and the proximity to the
power lines.
It was not until the cedar was being taken down, that the severity of the interior rot
was observed. This cedar tree had been marked with paint by PUD Line Clearance
Arborist Daniel Simon, back in 2012 for removal, as was the hemlock. We did talk him
out of it at the time, with a promise to try to remove the ivy over the years, but it was
just too much and too high.
Regarding future trees for this lot, I have acted on your recommendation to remove the
Japanese Red Maple and the two Hinoki Cypress trees from the proposed tree plan. I
have replaced those with native trees: a Douglas maple, 2 Weeping Alaska Cedars, and
a Sitka (Slide) alder.
I hope you concur with these choices.

These two photos were taken from a 2nd floor window of the 8816 house located to east of the property. The view is
looking west and down onto the property. The 8816 house is at a higher elevation than the 8908 lot.
The left side photo shows the south end of the 8908 lot and the 3 remaining stumps.
Located on the other side of the property line to the south are the evergreen trees that have been recently trimmed by
PUD. The tree canopy and drip/root line of these trees extends about 14 feet into the south end of the 8908 property.
The slope and grade along the chain link fence will not be impacted by the new construction.
Because the PUD utility power vault is located at the far SE corner of the lot and the underground power line, as
proposed, will lead diagonally about 30 feet to the SE corner of the new house, there will be plenty of separation from
those neiqhbor's trees that are on the other side of the chain link fence on the south property line.

The right side photo shows the north end of the 8908 lot. This is where the proposed new trees and plantings will be.
Above the driveway strip will be a berm area created in order to help retain water for the trees and plants on this north
end. Rainfall run-off from the house downspouts, specifically from the NE corner of the house, will be directed to the
upper hillside area north of the house and then fed down to the plants and trees.
The streets shown in the right side of the right photo are 89th Ave West and 189th PI SW.

This photo shows where the driveway approach will be. It will be at least 5 feet from
the block retaining wall on the right. Intentions are to plant blueberries / raspberries
along the block wall, and use downspout water from the house to feed planting areas.
The tall evergreen trees at the back are on the neighbor's lot. The drip line / canopy
from those trees extends about 14 feet over the 8908 lot. PUD recently trimmed these.

The lower photos show the location of water meter and the landscape block retaining wall.
This landscape wall might be extended along the new driveway depending on how the graded
slope ends up. The photo on the lower right shows the leveled off area, and the hillside
behind that with the hedge on upper left.
This photo shows the area where the specified trees will be planted, including the Japanese
vine maple as well as the dwarf maples which will be placed on that hillside. The intent is to
create a bermed up swale area above the driveway line, and this will help retain rain water
from the house runoff for use in planting areas.
The downspout from NE corner of the house will be particularly important for directing the
runoff to the hillside planting areas. The goal, as per "rain garden" design, is to keep the water
on the lot and avoid run-off to the city's stormwater system.

10 foot utility easement alongside this property line and

fence clear and accessible.

Previous Tree History: Photos below are of our two previous trees (cedar and hemlock)
that were supposed to be taken down by PUD in 2012. But we delayed that decision for
a number of years, until the trees condition got too bad. Photo on left shows our attempt
to remove some of the ivy from the cedar. The photo on the right shows the ivy all the up
on the hemlock and some of the dead branches.

garage. It is not precise and does not show the metal roofing or solar panels.

house for this hillside planting area.

I have lived in Edmonds all my life and this property is where I was born and raised. I have
seen how much my neighborhood has changed over the years andl look forward to watching

LOT 3 Action Plan for Cedar & Hemlock Trees
Background Information:
On October 31, 2012, P.U.D. arbonst, Mr. Daniel W.Simon, recommended two trees be taken
down on Lot 93 because he felt the trees would not survive the extensive ivy infestation and would
then pose a threat to the power lines which run along the southern property line of Lot #3. The
owner of Lot #3, Andrew Subcleff; agreed to this recommendation and signed a Line Clearance
Authorization form to remove the designated trees.
Lot #3 Action Plan:
However, as per subsequent family and P.U.D. personnel discussion, agreement was made to
defer the taking down of the cedar and hemlock trees located on the SW corner of Lot #3. Instead.
an effort will first be made to remove the ivy. The trees will then be monitored, and, if their condition
detenorates, P_U_D. will be notified and another tree inspection will be made_ The ivy removal work
will be done by members of the Subcleff family.
Lot #3 Owner Acknowledgement of Action Plan:
The owners of Lot #3, Andrew and Betty Subcleff, do hereby acknowledge the information as
stated above, including the deferment of tree removal, contingent on the planned effort to first
remove the existing ivy infestation and to then monitor the health of the cedar and hemlock trees.
