Adjourn LODGING TAX ADVISORY COMMITTEE Draft Summary Notes from November 13, 2024 Meeting Committee members present: Will Chen, City Council Frances Chapin, Arts & Culture Mgr. Lori Meagher, Edmonds Center for the Arts — via Zoom Crystal Berclaz, Best Western Edmonds Harbor Inn Katrina Swanson, AirBnB Owner Guest: Laurie Rose, City of Edmonds Kyle, Best Western Edmonds Harbor Inn Staff present: Todd Tatum, Director - Economic Development Megan Luttrell, Program Coordinator - Economic Development Meeting called to order at 3:04 p.m. 1. Approval of June 12, 2024: Frances motions to approve both meeting summaries, Katrina seconds, motion passes unanimously. 2. Public Comment: None. 3. Proposed Changes to 2025 & 2026 Budget: Todd explains the decision to change the budget that was approved by LTAC in June. There must be 45 days to receive comments on the changes once the changes have been noticed to LTAC. The comment window closes on November 23ra Council is slated to approve the budget on December 3rd, per Councilmember Chen. Todd asks LTAC to provide any written comments to him and he will provide them to Council as a received for filing item. He then shows the budget adjustments in a PPT sharing first the projected revenue. Frances emphasis that it is important to provide written comments. Todd explains that there is a staff recommended change that will go in front of Council in two weeks that asks that the $49,000 increase to spending authority for 2025, will move back to the General Fund in 2026. Frances explains that the fund balance has been maintained in the past for project opportunities that come up. Kyle shares that the hotel is coming off a good year and they're able to provide grants to other community entities. Katrina asks what staff wants. Todd explains this a reasonable solution for 2025 but to not continue this path for 2026. This adjustment will keep our tourism promotion program moving forward, status quo in 2025. The task at hand is to follow RCW. Present the information to LTAC, have an open 45-day comment period, provide those to Council via Received for Filing Council item and email them directly. 4. Miscellaneous: Frances is retiring in February. Laurie Rose will be filling Frances' vacancy on LTAC. Katrina will be leaving in February as her AirBnB will no longer be active. 5.
