Subject: Notice of Final Decision for the Design Review for Edmonds 222 Townhouses (File #
PLN2023-0071) —Approved with Conditions
This letter serves as the Notice of Final Decision for the Architectural Design Board's review of the
222 Edmonds Townhouses project at 222 3'd Ave. S, as required by Sections 20.06.130 and
20.02.007 of the Edmonds Community Development Code (ECDC).
Per ECDC 20.02.007, no conflicts of interest for the decision makers were uncovered at disclosure
and the project received a SEPA Determination of Non -significance (DNS), which was not
appealed.
After the required public hearing for the Type III -A permit, Board Member Schmitz made the
following motion, which was seconded by Board Member Stine:
THE ARCHITECTURAL DESIGN BOARD ADOPTS THE FINDINGS, CONCLUSIONS
AND ANALYSIS OF THE STAFF REPORT AND FINDS THAT, AS CONDITIONED, THE
CASCARA TOWNHOUSE PROPOSAL IN FILE PLN2023-0071 IS CONSISTENT WITH
THE COMPREHENSIVE PLAN, DESIGN CRITERIA OF ECDC 20.11.030, AND ZONING
REGULATIONS AND THEREFORE APPROVES THE DESIGN OF THE PROJECT WITH
THE FOLLOWING CONDITIONS:
1. The site plans submitted in application for the subsequent building permit(s) shall
demonstrate compliance with Chapter 17.115 — Electric Vehicle Charging
Infrastructure, Chapter 17.120 — Bicycle Parking Facilities, and Title 18 — Public Works
Requirements.
2. All plantings must meet the sizing requirements found in Section 20.13.015 ECDC —
Plant Schedule. A performance and maintenance bond will be required per ECDC
20.13.040.
3. Significant trees that are removed must be replaced in accordance with ECDC
23.10.080.
4. With the exception of the east frontage on V Ave (Bldg. 1), a minimum of 2 architectural
bldg. elements. Provide additional definition and break up the fagade to harmonize with
the site.
5. The pedestrian path north of Building 2 shall be continued to the driveway with either a
hardscape pathway or a mobility -friendly treatment like gravel, pavers, or other
landscape feature only on the north face of Bldg. 2.
6. If Engineering requires communal waste collection, the required screening must
harmonize with the approved architectural design.
The motion was approved 5-0.
Affected property owners may request a change in property tax valuation notwithstanding any
program of revaluation
The Architectural Design Board's decision is not administratively appealable. The decision may be
appealed within 21 days of the date of this decision by commencing a land use petition in
Snohomish County superior court, consistent with Chapter 36.70C RCW.
