This ordinance shall apply and continue in effect until amended by subsequent ordinance of the city council. Ordinances 4390 and 4391 are hereby repealed. Section 4. This ordinance, as it may be amended from time-to-time, shall be included as an exhibit to every proposed and final budget book, PROVIDED THAT the city council need not take annual action to re-adopt this ordinance unless it deems it necessary to change the number and/or titles of authorized FTEs. Section 5. This ordinance shall control in the event of any conflict between this ordinance and the final budget book or any other action of the city council purporting to authorize the hiring of employees. If any section, subsection, sentence, clause or phrase of this ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction, such decision shall not affect the validity or constitutionality of any other section, subsection, sentence, clause or phrase of this ordinance. Section 7. Effective Date. This ordinance, being an exercise of a power specifically delegated to the city legislative body, is not subject to referendum, and shall take effect five (5) days after passage and publication of an approved summary thereof consisting of the title.
