CALL TO ORDER The Edmonds City Council Committee of the Whole meeting was called to order virtually and in the City Council Conference Room, 121 – 5th Avenue North, Edmonds, at 6:00 pm by Council President Tibbott. 2. COMMITTEE BUSINESS 1. Interim Ordinance Regarding Impact Fees Angie Feser, PRHS Director, outlined the need to revise park impact fees based on new State requirements on new residential units. She recommended adoption of an interim ordinance, work plan and a public hearing to be scheduled in August. Council questions and feedback focused on: • Ensuring seniors in large existing homes aren’t unfairly charged (confirmed impact is only on new construction only) • Consideration of an earlier effective date (Sept 1 or sooner) based on staff input • Tracking/administration for affordable housing exemptions COUNCILMEMBER NAND MOVED TO PLACE THE INTERIM ORDINANCE ON THE NEXT CONSENT AGENDA. COUNCILOMEMBER OLSON MOVED TO ALLOW STAFF FLEXIBILITY TO ADJUST THE EFFECTIVE DATE AND/OR OTHER MINOR AMENDMENTS. MOTION CARRIED 6-1 WITH COUNCILMEMBER PAINE DISSENTING. MAIN MOTION AS AMENDED CARRIED UNANIMOUSLY. Committee recommendation: Consent agenda 2. Interview Candidate for Appointment to the Planning Board The council interviewed Isabel Jones for appointment to the Planning Board – Alternate position. ECC Parking, Towing and Impoundment Updates Shane Hawley, Police Commander, outlined an ordinance to consolidate and reorganize city code related to Parking, Abandoned Vehicles, and Impoundment to be consistent with state law. Council questions and discussion focused on the following areas: • Downtown and residential parking challenges • Ferry commuter issues • Enforcement technology • Junk cars, towing cost recovery • Code relationship with housing/camping • Impound hearing processes and interrelation with other parking codes Committee recommendation: Consent agenda 4. Neighborhood Centers & Hubs Permanent Zoning Code Update - Planning Board Recommendation and Draft Code Mike Clugston, Acting Planning Director, Brad Shipley, Senior Planner, and Lee Hankins, Planning Board Chair, provided an overview of the Planning Board recommendations related to the draft permanent NCH code with emphasis on overlays, site and building design standards, building massing and frontage requirements, open space and amenity requirements, and bonus floor incentives. Council questions and feedback focused on the following areas: • Transition standards between high-density and low-density zones; • Consistency with Highway 99 subarea (transition protections, commercial/residential mix); • Defining “high-quality” in incentives; concern over maintained commercial base; • Affordable housing thresholds for incentives; • Open space and walkability, especially for multifamily areas with few parks.
