1. CALL TO ORDER/FLAG SALUTE
The Edmonds City Council meeting was called to order at 6:00 pm by Mayor Rosen in the
Council Chambers, 250 5th Avenue North, Edmonds, and virtually. The meeting was opened
with the flag salute.
2. LAND ACKNOWLEDGEMENT
Councilmember Olson read the City Council Land Acknowledgement Statement.
3. ROLL CALL
City Clerk Passey called the roll. All elected officials were present.
4. APPROVAL OF AGENDA
COUNCILMEMBER ECK MOVED APPROVAL OF THE AGENDA. MOTION
CARRIED UNANIMOUSLY.
5. PRESENTATION
1. Mayor’s Finance Update
Mayor Rosen commented on finance and budget issues.

1. Ken Reidy, Edmonds, addressed the street vacation ordinance, compensation to
property owners, and urged restoration of prior Planning Board recommendations.
2. Jimmy Quatier, mentioned the state of the city address, concerns about speed tables
on 96th Ave, and the need for more crosswalk lights.
3. Theresa Hollis, Edmonds, criticized the quality of city financial analyses and
questioned management of loans and variances.

COUNCILMEMBER PAINE MOVED APPROVAL OF THE CONSENT AGENDA.
MOTION CARRIED UNANIMOUSLY. The agenda items approved are as follows:

2. APPROVAL OF COUNCIL MEETING MINUTES JULY 22, 2025
3. APPROVAL OF CLAIM CHECKS AND WIRE PAYMENTS.
4. AWARD A CONSTRUCTION CONTRACT FOR THE PEDESTRIAN
IMPROVEMENTS & 88TH AVE W OVERLAY PROJECT TO KAMINS
CONSTRUCTION, INC.
9. COUNCIL BUSINESS
1. Extension of Acting Public Works &Utilities Director Appointment
COUNCILMEMBER NAND MOVED TO APPROVE THE EXTENSION OF
APPOINTMENT OF PHIL WILLIAMS AS ACTING PUBLIC WORKS DIRECTOR.
COUNCILMEMBER OLSON MOVED TO ADOPT A RESOLUTION AUTHORIZING
THE MAYOR TO DEVIATE FROM THE REQUIREMENTS OF ECC 2.10.010
RELATING TO THE APPOINTMENT OF THE INTERIM PUBLIC WORKS
DIRECTOR AND READ THE RESOLUTION IN ITS ENTIRETY. MOTION CARRIED
UNANIMOUSLY.
MAIN MOTION AS RESTATED TO APPROVE THE EXTENSION OF THE
APPOINTMENT OF PHIL WILLIAMS AS ACTING PUBLIC WORKS AND UTILITY
DIRECTOR UNTIL AUGUST 31, 2025 AND APPROVE THE CORRESPONDING
PROFESSIONAL SERVICES AGREEMENT CARRIED UNANIMOUSLY.
2. Adoption of Ordinance for Street Vacation Code Update

Jeanie McConnell, Engineering Program Manager, and Mike DeLilla, Acting City Engineer,
highlighted proposed amendments to the Street Vacation Code and recommended adoption of the
ordinance enacting the changes.
COUNCILMEMBER OLSON MOVED APPROVAL OF THE ORDINANCE AS
PRESENTED IN THE PACKET AND EXPLAINED IN THE PRESENTATION.
COUNCILMEMBER PAINE MOVED TO REMOVE WORD “RESIDENT” IN
SUBSECTION .090 TO REMOVE THE APPLICANT’S BURDEN TO NOTICING
RESIDENTS. MOTION FAILED 3-4 WITH COUNCILMEMBERS PAINE, ECK, AND
COUNCIL PRESIDENT TIBBOTT VOTING IN FAVOR.
COUNCILMEMBER DOTSCH MOVED TO AMEND 18.55.040(B) BY CHANGING
“…IN THE ENGINEERING DIVISION…” TO “…TO THE ENGINEERING
DIVISION...” MOTION CARRIED UNANIMOUSLY.
MAIN MOTION TO ADOPT THE STREET VACATION CODE ORDINANCE AS
AMENDED CARRIED UNANIMOUSLY.
RECESS
At 7:05 pm, Mayor Rosen called a recess until 7:10.
3. Adoption of Ordinance for 75th Pl W Street Map Amendment
Ms. McConnell provided a report recommending council adopt the ordinance amending the 75th
Pl W Street Map.
COUNCILMEMBER PAINE MOVED ADOPTION OF THE ORDINANCE
AMENDING THE CITY’S OFFICIAL STREET MAP AS IT PERTAINS TO 75TH
PLACE W. MOTION CARRIED UNANIMOUSLY.
4. June 2025 Quarterly Financial Report
Richard Gould, Finance Director, provided the quarterly report. Council questions and discussion
highlighted the following areas:
• City fund balances are up due to project delays and staffing underspending
• Real estate excise tax revenue notably high in June
• Red light camera revenues behind projections; expenditures for some departments up due
to wage increases and higher jail costs
• Outstanding debt and cash positions
• Council praise for improved reporting
• A call for more granular project tracking and information on administrative costs.
5. Cultural Access Sales Tax Information Brief

Todd Tatum, CCED Director, and Laurie Rose, Arts Program Specialist, outlined a proposal to
adopt the Cultural Access Sales Tax and direct staff to work with the Edmonds Arts Commission
and community stakeholders to develop a program for recommendation to council.
COUNCILMEMBER NAND MOVED TO INCORPORATE GEOGRAPHIC
DIVERSITY IN THE DISTRIBUTION OF PROGRAM SPENDING UP TO 50%.
MOTION CARRIED UNANIMOUSLY.
COUNCILMEMBER DOTSCH MOVED TO HOLD A PUBLIC HEARING ON THE
CULTURAL ACCESS SALES TAX. MOTION CARRIED UNANIMOUSLY.
COUNCILMEMBER CHEN MOVED TO ADD AN AUDIT REVIEW PROCESS.
MOTION CARRIED UNANIMOUSLY.
6. Public Safety Enhancement Sales Tax
Todd Tatum, CCED Director, and Rod Sniffen, Assistant Police Chief, outlined the proposal to
approve and implement the Public Safety Enhancement Sales Tax for criminal justice purposes.
COUNCILMEMBER NAND MOVED TO PLACE THE PROPOSED ORDINANCE ON
THE AUGUST 19 AGENDA.
COUNCILMEMBER DOTSCH MOVED TO ADD A PUBLIC HEARING ON THE
PROPOSED ORDINANCE. MOTION FAILED 2-5 WITH COUNCILMEMBERS
DOTSCH AND CHEN VOTING IN FAVOR.
MAIN MOTION TO PLACE THE PROPOSED ORDINANCE ON THE AUGUST 19
AGENDA CARRIED UNANIMOUSLY.
MEETING EXTENSION
COUNCILMEMBER PAINE MOVED TO EXTEND THE MEETING UNTIL 9:20 PM.
MOTION CARRIED 5-2, WITH COUNCILMEMBER DOTSCH AND COUNCIL
PRESIDENT TIBBOTT DISSENTING.
10. COUNCIL COMMENTS
Council members commented on various issues.
11. MAYOR’S COMMENTS
Mayor Rosen provided comments.
