1. CALL TO ORDER The Edmonds City Council Committee of the Whole meeting was called to order virtually and in the City Council Conference Room, 121 – 5th Avenue North, Edmonds, at 6:00 pm by Council President Tibbott. 2. COMMITTEE BUSINESS 1. Edmonds Downtown Alliance - BID Reinstatement Todd Tatum and Sheila Cloney presented an update on the progress of meeting the requirements of Resolution 1543. The BID board recommended approving a 3-5 year work plan to address ongoing issues and affirmed that the BID was legally established without needing a petition process for reestablishment. Council members expressed general support for the recommendations while discussing topics such as budget needs, governance, membership affirmation, and the potential transition toward a Main Street program. There was consensus to ask staff to draft a resolution affirming the completion of Resolution 1543 and establishing the new work plan for Council approval in the future.

2. July 2025 Monthly Financial Report
The July monthly financial statement was acknowledged without extensive discussion, with a note that the August report would be presented at the upcoming full Council meeting in October.

3. Progress on 2025 Code Updates Mike Clugston provided updates on several code updates under development, including critical area ordinance revisions, co-living housing regulations, and tree code amendments, with public hearings and Council reviews scheduled through the end of the year. Council members asked clarifying questions on various aspects such as the scope of co-living developments and urban forestry staffing.

4. Council Rules of Procedure Amendments An extensive discussion was held on proposed amendments to the Council's rules of procedure, including policies on remote attendance, the coordination of city attorney inquiry to manage costs, rules for community group presentations at Council meetings, and abstentions during voting. Council
members provided feedback on balancing transparency, efficiency, and fairness, with agreement that these policies would be reviewed and adopted at a future meeting.
