2025-09-23 Council MinutesEdmonds City Council Minutes September 23, 2025 Page 1 EDMONDS CITY COUNCIL MEETING ACTION MINUTES September 23, 2025 ELECTED OFFICIALS PRESENT Mike Rosen, Mayor Will Chen, Councilmember Neil Tibbott, Council President Michelle Dotsch, Councilmember Susan Paine, Councilmember Chris Eck, Councilmember Jenna Nand, Councilmember Vivian Olson, Councilmember STAFF PRESENT Jeff Taraday, City Attorney Sharon Cates, City Attorney Richard Gould, Finance Director Mike Clugston, Acting Planning Director Brad Shipley, Senior Planner Todd Tatum, City Administrator Scott Passey, City Clerk 1.CALL TO ORDER/FLAG SALUTE The Edmonds City Council meeting was called to order at 6:00 pm by Mayor Rosen in the Council Chambers, 250 5th Avenue North, Edmonds, and virtually. The meeting was opened with the flag salute. 2.LAND ACKNOWLEDGEMENT Councilmember Chen read the City Council Land Acknowledgement Statement. 3.ROLL CALL City Clerk Passey called the roll. All elected officials were present. 4.APPROVAL OF AGENDA COUNCILMEMBER ECK MOVED APPROVAL OF THE AGENDA. MOTION CARRIED UNANIMOUSLY. 5.PRESENTATIONS 1.Proclamation for National Hispanic Heritage Month Mayor Rosen read the proclamation recognizing National Hispanic Heritage Month in the City of Edmonds and presented it to Rosario Ridges. 2.Mayor’s Finance Update Edmonds City Council Minutes September 23, 2025 Page 2 Mayor Rosen commented on finance and budget issues. 6.AUDIENCE COMMENTS 1.Jared Johnson, Edmonds, provided suggestions for resolving the city’s budgetproblems. 7.RECEIVED FOR FILING 1.CLAIM FOR DAMAGES2.WRITTEN PUBLIC COMMENTS 8.APPROVAL OF CONSENT AGENDA ITEMS COUNCILMEMBER PAINE MOVED APPROVAL OF THE CONSENT AGENDA. MOTION CARRIED UNANIMOUSLY. The agenda items approved are as follows: 1. APPROVAL OF COUNCIL SPECIAL MEETING MINUTES SEPTEMBER 8,20252. APPROVAL OF COUNCIL MEETING MINUTES SEPTEMBER 9, 20253. APPROVAL OF COUNCIL SPECIAL MEETING / RETREAT MINUTESSEPTEMBER 12, 2025 4. APPROVAL OF COUNCIL COMMITTEE B MINUTES SEPTEMBER 16, 20255. APPROVAL OF COMMITTEE OF THE WHOLE MINUTES SEPTEMBER 16,20256. APPROVAL OF COUNCIL SPECIAL MINUTES SEPTEMBER 16, 20257. APPROVAL OF CLAIM CHECKS AND WIRE PAYMENT. 8. ILA WITH EDMONDS SCHOOL DISTRICT FOR KEY/FOBS FOREMERGENCIES9. AUTHORIZATION FOR MAYOR TO SIGN LOCAL AGENCY GUIDELINES(LAG) PROFESSIONAL SERVICES CONSULTANTAGREEMENT WITH TRANSPO GROUP TO COMPLETE THE DESIGN PHASE OF THE CITYWIDE LIGHTINGIMPROVEMENTS PROJECT10. ORDINANCE AMENDING ECC 4.72 BUSINESS LICENSE 10.PUBLIC HEARING 1.Public Hearing on Minor Tree Code Revisions (AMD2025-0008) Mike Clugston, Acting Planning Director, and Brad Shipley, Senior Planner, provided a introductory comments on the proposed minor tree code amendments. Mayor Rosen opened the public hearing. Edmonds City Council Minutes September 23, 2025 Page 3 1. Arlene Williams, Edmonds, opposed the minor tree code updates and urged adoptionof stronger and more effective policies.2. Ann Christiansen, Edmonds, opposed the tree code revisions because they wouldnegatively impact the city for years. 3. Georgina Armstrong, Edmonds, urged the city to postpone the tree code changes until an urban forest planner can participate in the process. Mayor Rosen closed the public hearing. 10.COUNCIL BUSINESS 1.Planning & Development Director Confirmation of Appointment COUNCIL PRESIDENT TIBBOTT MOVED TO CONFIRM THE APPOINTMENT OF MICHAEL CLUGSTON AS PLANNING AND DEVELOPMENT DIRECTOR AND APPROVE THE CORRESPONDING EMPLOYMENT AGREEMENT. MOTION CARRIED UNANIMOUSLY. 2.Amendment to Contracting and Purchasing Policies and Procedures Richard Gould, Finance Director, and Sharon Cates, City Attorney, introduced the updates to the city’s Contracting and Purchasing Policies and Procedures and recommended council approve the proposed amendments and the resolution to adopt them. COUNCIL PRESIDENT TIBBOTT MOVED TO APPROVE THE PROPOSED AMENDMENTS TO THE CONTRACTING AND PURCHASING POLICIES AND PROCEDURES AND THE RESOLUTION ADOPTING THEM. MOTION CARRIED UNANIMOUSLY. 11.COUNCIL COMMENTS Council members commented on various issues. 12.MAYOR’S COMMENTS Mayor Rosen provided comments. ADJOURNMENT With no further business, the meeting was adjourned at 6:38 pm.
