1. CALL TO ORDER/FLAG SALUTE
The Edmonds City Council meeting was called to order at 6:00 pm by Mayor Rosen in the
Council Chambers, 250 5th Avenue North, Edmonds, and virtually. The meeting was opened
with the flag salute.
2. LAND ACKNOWLEDGEMENT
Councilmember Eck read the City Council Land Acknowledgement Statement.
3. ROLL CALL
City Clerk Passey called the roll. All elected officials were present.
4. APPROVAL OF AGENDA
COUNCILMEMBER CHEN MOVED APPROVAL OF THE AGENDA. MOTION
CARRIED UNANIMOUSLY.
5. PRESENTATION
1. Mayor’s Finance Update
Mayor Rosen reported on budget and finance issues.

1. Scott Anderson, Edmonds, thanked the city for proposing a favorable amendment to
North Bowl Hub plan.

COUNCILMEMBER CHEN MOVED APPROVAL OF THE CONSENT AGENDA.
MOTION CARRIED UNANIMOUSLY. The agenda items approved are as follows:
1. APPROVAL OF COUNCIL MEETING MINUTES SEPTEMBER 23, 2025
2. APPROVAL OF COUNCIL COMMITTEE A MINUTES OCTOBER 7, 2025
3. APPROVAL OF COUNCIL MEETING MINUTES OCTOBER 7, 2025
4. APPROVAL OF CLAIM CHECKS AND WIRE PAYMENT.

9. COUNCIL BUSINESS
1. Public Works and Utilities Director Confirmation of Appointment
Ludwig Marz, Interim HR Director, outlined the process and proposed employment agreement
with Andrew Rheaume for the PWU Director position.
COUNCIL PRESIDENT TIBBOTT MOVED TO CONFIRM THE APPOINTMENT OF
ANDREW RHEAUME AND THE CORRESPONDING EMPLOYMENT AGREEMENT.
MOTION CARRRIED UNANIMOUSLY.
2. Minor Tree Code Revisions
Brad Shipley, Senior Planner, presented an ordinance enacting the minor tree code amendments
and requested council approval.
COUNCIL PRESIDENT TIBBOTT MOVED TO ADOPT THE ORDINANCE
ENACTING THE MINOR TREE CODE AMENDMENTS.
COUNCILMEMBER ECK MOVED TO STRIKE THE PROVISO RELATED TO “NO
APPRAISAL REQUIRED” IF AN APPLICANT HAS REACHED THE MAXIMUM FEE-
IN-LIEU. MOTION FAILED 2-5 WITH COUNCILMEMBERS ECK AND PAINE
VOTING IN FAVOR.

COUNCILMEMBER DOTSCH MOVED TO STRIKE “$2.00” AND INSERT “$4.00”
IN SECTION 23.10.080(E)(4). MOTION CARRIED UNANIMOUSLY.
COUNCILMEMBER DOTSCH MOVED TO INSERT “AND MIDDLE HOUSING”
AFTER ANY REFERENCES TO SINGLE FAMILY. MOTION FAILED 1-6 WITH
COUNCILMEMBER DOTSCH VOTING IN FAVOR.
MAIN MOTION TO ADOPT THE ORDINANCE ENACTING THE MINOR TREE
CODE AMENDMENTS AS AMENDED CARRIED UNANIMOUSLY.
3. Presentation and Discussion of 2025 Comp Plan Amendments and Planning Board’s
Recommendation
Mr. Shipley and Lee Hankins, Planning Board chair, presented the Planning Board
Recommendation for the proposed Comprehensive Plan amendments related to the North Bowl
Neighborhood Hub. Council questions and feedback were received.
10. COUNCIL COMMENTS
Councilmembers commented on various issues.
11. MAYOR’S COMMENTS
12. CONVENE IN EXECUTIVE SESSION TO DISCUSS PENDING OR POTENTIAL
LITIGATION PER RCW 42.30.110(1)(I)
At 7:48 pm. Mayor Rosen announced that the Council would recess into Executive Session to
discuss pending or potential litigation per RCW 42.30.110(1)(i) for approximately 30 minutes
until 8:18 pm. At 8:17 pm. Mayor Rosen announced that the Executive Session would be
extended until 8:30 pm.
13. RECONVENE IN OPEN SESSION
At 8:29 pm, the Executive Session concluded and the Council reconvened in open session.
ADJOURNMENT
With no further business, the meeting was adjourned 8:29 pm.
