1. CALL TO ORDER The Edmonds City Council Committee B meeting was called to order virtually and in the City Council Conference Room, 121 – 5th Avenue North, Edmonds, at 3:00 pm by Councilmember Nand.
2. COMMITTEE BUSINESS 1. Social Worker Grant Joshua McClure, Police Commander, discussed the department’s award of the Mental Health Field Response Grant (MHFR) to cover the salary and benefits for a social worker position for approx. 30 hours a week and sought approval to fund the position for an additional 10 hours a week.

2. Presentation to Award a Construction Contract for the 2025 Cured In Place Pipe (CIPP)
Rehabilitation Project Mike De Lilla, Acting City Engineer, presented on the 2025 Cured in Place Pipe (CIPP) Rehabilitation Project bid, recommending award of the contract to the lowest bidder, Iron Horse LLC, for rehabilitation of storm and sewer mains citywide, with construction scheduled from fall 2025 through spring 2026.

3. Presentation of Amendment to Professional Services Agreement for Design Services with for Edmonds Marsh Water Quality Improvements Mike De Lilla, Acting City Engineer, presented an amendment to the professional services agreement with Herrera Environmental for the Edmonds Marsh Water Quality Improvements project, adding
$119,697 for additional WSDOT-required permitting and documentation tasks, bringing the total contract to $253,932, funded through unspent storm utility funds.
