1. CALL TO ORDER The Edmonds City Council Committee of the Whole meeting was called to order virtually and in the City
Council Conference Room, 121 – 5th Avenue North, Edmonds, at 6:00 pm by Council President Tibbott. 2. COMMITTEE BUSINESS 1. Progress on 2025 Code Updates Mike Clugston, Planning Director, outlined two interim zoning ordinances addressing unzoned parcels
identified during the Neighborhood Centers & Hubs project. Brad Shipley, Senior Planner, reviewed the status of development code updates through 2025 and upcoming work planned for 2026.

2. Lien Placement on Civic Park Property for Boys & Girls Club New Facility Angie Feser, Parks, Recreation & Human Services Director, presented the proposed lien placement on the Civic Park property related to construction of the Boys & Girls Club facility. She and Bill Tsuokalas, a representative of the Boys & Girls Club, answered council questions.

3. Council Rules of Procedure Amendments Council had an extensive discussion on proposed amendments to the Council Rules of Procedure,
focusing on clarifying best practices around advance notice of amendments and establishing new policies for community meeting presentations. Council discussed considerations on whether to limit presentations to nonprofit or community organizations, how to avoid commercial influence, and how to
ensure fairness and efficiency. Consensus was reached to refine the draft and confirm details with the City Attorney before bringing revisions forward for consideration.

4. Revisions to the Financial Policy and Application to Mid-Biennium Budget Revision Council discussed a proposed resolution to clarify financial policy on prioritizing interfund loan repayment versus reserve replenishment.
