1.CALL TO ORDER/FLAG SALUTE
The Edmonds City Council meeting was called to order at 6:00 pm by Mayor Rosen in the Council Chambers, 250 5th Avenue North, Edmonds, and virtually. The meeting was opened with the flag salute.
2.LAND ACKNOWLEDGEMENT
Councilmember Dotsch read the City Council Land Acknowledgement Statement.
3.ROLL CALL
Deputy City Clerk Villata called the roll. All elected officials were present.
4.APPROVAL OF AGENDA
COUNCILMEMBER CHEN MOVED APPROVAL OF THE AGENDA. MOTION
CARRIED UNANIMOUSLY.
5.PRESENTATIONS
1.National Native American Heritage Month Proclamation

Mayor Rosen read the proclamation recognizing National Native American Heritage Month Proclamation and presented it to Diana White and other members of the team who produced the stubus Indigenous Walking Tour here in Edmonds.
2.Mayor’s Finance Update
Mayor Rosen reported on budget and finance issues.

There were no audience comments.
7.RECEIVED FOR FILING
No items were received for filing.
8.APPROVAL OF CONSENT AGENDA ITEMS
COUNCILMEMBER ECK MOVED APPROVAL OF THE CONSENT AGENDA.
MOTION CARRIED UNANIMOUSLY. The agenda items approved are as follows:
1.Approval of claim checks.
9.PUBLIC HEARING
1.Public Hearing on 2025 Comprehensive Plan Docket Amendments (North BowlHub)
Mike Clugston, Planning Director, and Brad Shipley, Senior Planner, provided introductory
comments about the comprehensive plan amendments to the North Bowl Hub.
Mayor Rosen opened the public hearing.
1.Travis Myers, Edmonds, spoke in opposition of the North Bowl Hub amendments.
2.Jon Allen, Edmonds, spoke in favor of retaining the upzoning of the previous
commercial properties but eliminating those south of Puget Drive.3.Mike Henderson, Edmonds, spoke in favor of Option 2 presented at a previous Planning Board meeting as an alternative to the North Bowl Hub amendments.4.Kim Siegrist, Edmonds, spoke in favor of Option 2 presented at a previous Planning
Board meeting as an alternative to the North Bowl Hub amendments.
5.Tammy Myers, Edmonds, spoke in opposition of the North Bowl Hub amendments, citing pedestrian safety concerns.6.Rick Hood, Edmonds, spoke in favor of removing Grandview Street and updating the city’s map which currently shows Grandview as a through street.
7.Rick Landreth, Edmonds, spoke in favor of Option 2 presented at a previous Planning
Board meeting as an alternative to the North Bowl Hub amendments.

10.COUNCIL BUSINESS
1. 2026 - 2031 Capital Facilities Plan (CFP) and Capital Improvement Program (CIP)
Angie Feser, Parks & Recreation Director, provided background on the 2026-2031 CFP/CIP. Shannon Burley, Deputy Parks & Recreation Director, presented the plan for Parks which
focused on key areas of deferred maintenance, asset improvements, and replacement of aging
infrastructure. Council feedback and questions were given surrounding liability of outdated amenities, funding sources, and potential revenue generation.
Mike De Lilla, City Engineer, introduced the plan for Public Works & Utilities. Bertrand Hauss,
Transportation Engineer, provided an overview of the proposed transportation-related projects
which included maintenance, safety/capacity, ferries, and traffic calming/planning. Mike De Lilla presented projects relating to water utilities, stormwater replacements, the wastewater treatment plant, and city facilities.
2.September 2025 Quarterly Financial Report - Q3 Report
Richard Gould, Finance Director, presented the September 2025 Quarterly Financial Report.
RECESS
At 8:07pm, Mayor Rosen called for a recess until 8:17pm. The meeting was reconvened at 8:17pm.
3.ECDC Title 18 and Ch 20.110 Code Amendments
Mike De Lilla, City Engineer, and Jeanie McConnell, Engineering Program Manager, presented the updates to Edmonds Community Development Code Title 18 and Chapter 20.110. Council questions and feedback were received.
COUNCILMEMBER ECK MOVED TO EXTEND TO 9:20 PM. MOTION CARRIED UNANIMOUSLY.
4.North Bowl Hub Permanent Rezone Introduction
Mike Clugston, Planning & Development Director, presented the North Bowl Hub Permanent
Rezone Introduction, highlighting options for aligning future zoning with proposed changes to the Future Land Use Map and upcoming Council decisions on the area’s land use designations.
