CALL TO ORDER The Edmonds City Council Committee A meeting was called to order virtually and in the City Council Conference Room, 121 – 5th Avenue North, Edmonds, at 3:00 pm by Councilmember Dotsch. 2. COMMITTEE BUSINESS 1. Transportation Impact Fee as part of 2024 Transportation Plan Bertrand Hauss, Transportation Engineer, outlined the update to Edmonds’ transportation impact fees as part of the 2024 Transportation Plan, explaining how fees are calculated for new developments to fund both roadway and active transportation projects based on projected growth and updated methodology. He introduced Paul Sherman from TransPo Group who outlined the approach to impact fee updates and the capital project map. Council questions and feedback were received. Committee Recommendation: Move to Full Council 2. Job Order Contracts (JOC) projects and planning update Thom Sullivan, Facilities Manager, introduced the Job Order Contracting (JOC) program, which is preparing to initiate contracts for key maintenance projects including an ADA-compliant stair handrail replacement at City Hall and roof replacements at the Library Plaza Room and Fish Hatchery. He highlighted that these bond-funded projects expedite critical facility repairs and support city compliance efforts and proposed for approval and authorization for the mayor to sign contracts. Committee Recommendation: Move to Consent Agenda 3. Presentation of Interlocal Agreement with WSIPC Mike De Lilla, City Engineer, presented the Interlocal Agreement with the Washington School Information Processing Cooperative, a government entity which would aid the city at no cost in identifying potential contracts related to digitizing engineering records, drawings, and documents. Council ROP Amendments to Community Presentations Council discussed proposed amendments to the procedure for community group presentations at council meetings, limiting nonprofits, for-profits, and other non-governmental speakers to the standard three-minute public comment opportunity. Minor suggestions were made to update language for clarity. Committee recommendation: Move to Consent Agenda as Amended 5. Council ROP Amendments Use of Attorney Time Council briefly introduced proposed amendments to the procedure surrounding council use of the city attorney. Change to strike bullet point 14.3, in advance of action or speech Committee recommendation: Move to Committee of the Whole 6. ROP Revisions: 5.15 Remote Attendance, 9.13, Amendments, 9.17 Abstentions Council discussed updates to three sections of council’s rules of procedures surrounding remote attendance, amendment, and abstentions. Clarification was made between abstentions and recusal. Committee recommendation: Move to Consent Agenda ADJOURNMENT With no further business, the meeting was adjourned at 4:30pm.
