CALL TO ORDER/FLAG SALUTE The Edmonds City Council meeting was called to order at 6:00 pm by Mayor Rosen in the Council Chambers, 250 5th Avenue North, Edmonds, and virtually. The meeting was opened with the flag salute. 2. LAND ACKNOWLEDGEMENT Councilmember Nand read the City Council Land Acknowledgement Statement. 3. ROLL CALL Deputy City Clerk Villata called the roll. All elected officials were present except for Council President Tibbott. COUNCILMEMBER PAINE MOVED TO EXCUSE COUNCIL PRESIDENT TIBBOTT. MOTION CARRIED UNANIMOUSLY. 4. APPROVAL OF AGENDA COUNCILMEMBER OLSON MOVED APPROVAL OF THE AGENDA. COUNCILMEMBER OLSON MOVED TO PULL ITEM 8.2 FROM THE CONSENT AGENDA AND ADD IT AS NEW AGENDA ITEM 10.1. MAIN MOTION TO APPROVE THE AGENDA AS AMENDED CARRIED UNANIMOUSLY. Edmonds City Council Minutes November 12, 2025 Page 2 5. PRESENTATIONS 1. Mayor’s Finance Update Mayor Rosen reported on budget and finance issues. 6. AUDIENCE COMMENTS 1. Steven Keeler, Edmonds, spoke about the assessment levels of the Edmonds School District, noting concern over the current available data of testing levels amongst the district and encouraged council to reach out to the state senator. 2. Ann Chirstiansen, Edmonds, encouraged council to recognize the significance of citizen opposition to the levy lid lift. 3. Kim Bayer-Augustavo, Edmonds, encouraged council to recognize the significance of citizen opposition to the levy lid lift. 4. Eric Nelson, Edmonds, encouraged council to recognize the significance of citizen opposition to the levy lid lift. 5. Bill Krepick, Woodway, commented that the outcome of the recent levy lid lift reflected a larger concern from voters for governance reform. 7. RECEIVED FOR FILING 1. SEPTEMBER 2025 QUARTERLY FINANCIAL REPORT - Q3 REPORT 2. DRAFT 2026 LEGISLATIVE AGENDA 8. APPROVAL OF CONSENT AGENDA ITEMS COUNCILMEMBER NAND MOVED APPROVAL OF THE CONSENT AGENDA. MOTION CARRIED UNANIMOUSLY. The agenda items approved are as follows: 1. APPROVAL OF COUNCIL REGULAR MEETING MINUTES OCTOBER 28TH, 2025 2. APPROVAL OF COUNCIL REGULAR MEETING MINUTES NOVEMBER 3, 2025 3. APPROVAL OF CLAIM CHECKS. 4. APPROVAL OF PAYROLL AND BENEFIT CHECKS, DIRECT DEPOSIT AND WIRE PAYMENTS 5. COUNCIL ROP AMENDMENTS TO COMMUNITY PRESENTATIONS 6. ROP REVISIONS: 5.15 REMOTE ATTENDANCE, 9.13, AMENDMENTS, 9.17 ABSTENTIONS 7. JOB ORDER CONTRACTS (JOC) PROJECTS AND PLANNING UPDATE 8. INTERLOCAL AGREEMENT WITH WSIPC 9. PUBLIC HEARING 1. Public Hearing on Co-Living Housing Code Update Edmonds City Council Minutes November 12, 2025 Page 3 Rose Haas, Associate Planner, provided a brief presentation on the updates to the co-living housing code. Mayor Rosen opened the public hearing. No comments were made during the public hearing. Mayor Rosen closed the public hearing. 10. COUNCIL BUSINESS 1. Approval of Committee A Meeting Minutes November 3, 2025 COUNCILMEMBER OLSON MOVED TO CORRECT THE MINUTES, LISTING HERSELF AND COUNCILMEMBER ECK AS ATTENDEES. MOTION CARRIED UNANIMOUSLY. 2. Criminal Justice Training Commission (CJTC) Wellness Grant Assistant Chief of Police, Josh McClure, re-introduced the CJTC Wellness Grant which was previously approved by council earlier in 2025. Staff recommended approving this updated version with the corrected signatories listed. COUNCILMEMBER PAINE MOVED TO APPROVE THE UPDATED WELLNESS GRANT. MOTION CARRIED UNANIMOUSLY. 3. Cultural Access Sales Tax Ordinance Todd Tatum, City Administrator, discussed the Cultural Access Salex Tax Ordinance, recommending that council reschedule this item to a date uncertain due to the amount of budget rework currently needed to address the failure of the levy lid lift. COUNCILMEMBER PAINE MOVED TO RESCHEDULE THE CULTURAL ACCESS SALES TAX ORDINANCE TO A FUTURE MEETING IN 2025. MOTION CARRIED UNANIMOUSLY. 4. Critical Areas Ordinance Periodic Update (AMD2025-0001) - Planning Board Recommendation Brad Shipley, Senior Planner, and Jon Milkey, Planning Board Vice Chair, introduced the Planning Board’s recommended updates to the Critical Areas code based on new available scientific information, highlighting key changes to riparian management zones and code organization. Council questions and feedback were received. 11. COUNCIL COMMENTS Councilmembers commented on various issues. 12. EXECUTIVE SESSION TO DISCUSS PENDING OR POTENTIAL LITIGATION PER RCW 42.30.110(1)(I) Mayor Rosen announced that the Council would recess into Executive Session to discuss pending or potential litigation per RCW 42.30.110(1)(i) until 8:10 pm. SESSION EXTENSION At 8:10 pm, Mayor Rosen announced that the executive session would be extended until 8:40 pm. 14. RECONVENE IN OPEN SESSION At 8:40 pm, Council reconvened in open session. ADJOURNMENT The meeting was adjourned at 8:40 pm.
