President’s Report: Sheila- at the Main Street Conference.
Public Comments:
Theresa Hollis - member of Edmonds Community and volunteer for Senior Tax Exemption
Program at the Senior Center. Representing a PAC called Keep Edmonds Affordable.
Opposition to the Prop 1. Mike Milkey is partnering with Theresa on this opposition. Feedback
includes business owners being opposed to the Levy Lift. Theresa is familiar with Uncommon
Bridges and she supports the effort that the City of Edmonds has taken to engage with UB.
Mayor Rosen:
Acknowledgement of Theresa and the work that she’s done to bridge the gap with information
regarding property tax exemption. A lot is going on at the city level.
Olivia: wants to make sure that the mayor knows that the levy lift will impact all business
owners in downtown Edmonds. Would like to know if the Levy Lift and B&O taxes are an
“AND” or “OR” situation.
Mayor Rosen: city needs a diverse revenue stream. There have been many opportunities for
increased revenue through taxes, acquisition of areas of the city, etc. Because people have
voted no to all of these options in the past, the city has not been able to increase revenue the
way that is needed. How do we fund the city that we want? There are a number of
opportunities to consider. So, B&O is being considered as well.
Sheila: some information that is floating around downtown is that different types of businesses
should be considered when making these decisions.
Olivia: encourages the business community to attend one of the workshops.
Todd: very involved in the process of sharing information with the business community.
Sheila: Carrie and Sheila met with Matt Cox last month to voice their position and concerns
regarding the B&O tax.
Mayor Rosen: there is a scheduled time to get a recommendation over to Council.
Olivia: business is not thriving as it is and increased sales and B&O taxes.
Mayor Rosen: city gets .14 for every property tax dollar. City expenses are going up. Costs
are increasing and repairs and maintenance are needed now more than ever.
President’s Report - Sheila
Council heard the refresh project, all understood the plan as a whole. The resolution should
happen in the next few months. Todd and the City lawyer are working on the resolution.
Treasurer’s Report
We are down $8700 from last year, $5K from what we budgeted. So we will be more than
5K lower at the end of the year.

Trying to keep businesses informed regarding , B&O
business.occupationtax@edmonds.gov. EDC looking into public progress reports, mid
November present to council. Sheila would like to have an Ed! Member on the EDC
committee on going.
Chamber Update: Monthly meetings back on the books.

Marketing: Marketing update, trolley sponsors secured. Elves scheduled. Salish business can
pay $300 to join. World Cup plans coming together.
