RESOLUTION NO. 1579
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING THE CITY'S INTERLOCAL AGREEMENT
WITH SOUTH COUNTY FIRE FOR FIRE CODE OFFICIAL SERVICES AND
ADOPTING THE SCF FIRE PREVENTION INSPECTION / REVIEW /
PERMITTING FEES.
WHEREAS, the City of Edmonds annexed into the South County Fire RFA on June 1, 2025; and
WHEREAS, in conjunction with the annexation, the city and SCF entered into an interlocal
agreement for fire code official services which requires the city to collect certain fees related to fire
prevention inspections, review, permitting, and the like; and
WHEREAS, the parties have a mutual interest in amending that interlocal agreement; and
WHEREAS, in conjunction with its responsibilities under the interlocal agreement, the city council
would like to authorize the administration to the collect fees described in the attached fee schedule
pertain to those fire code official services; now therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY
RESOLVES AS FOLLOWS:
Section 1. The mayor is hereby authorized to execute the FIRST AMENDMENT TO
INTERLOCAL AGREEMENT BETWEEN SOUTH SNOHOMISH COUNTY FIRE &
RESCUE REGIONAL FIRE AUTHORITY AND THE CITY OF EDMONDS FOR FIRE
CODE OFFICIAL SERVICES, which is attached hereto as Exhibit A and incorporated herein by
this reference.

FIRST AMENDMENT TO INTERLOCAL AGREEMENT BETWEEN
SOUTH SNOHOMISH COUNTY FIRE & RESCUE REGIONAL FIRE AUTHORITY
AND THE CITY OF EDMONDS FOR FIRE CODE OFFICIAL SERVICES
This FIRST AMENDMENT TO INTERLOCAL AGREEMENT (the "Agreement") is entered
into by and between SOUTH SNOHOMISH COUNTY FIRE & RESCUE REGIONAL FIRE
AUTHORITY, a Washington municipal corporation (the "Authority"), and the CITY OF
EDMONDS, a Washington municipal corporation (the "City"), on this 1st Day of November, 2025.
The Authority and the City are individually referred to herein as a "Party" and collectively as the
"Parties."
WHEREAS, the City was annexed into the Authority effective June 1, 2025; and
WHEREAS, in connection with the annexation of the City into the Authority, the Parties
entered into the Agreement for fire code official services; and
WHEREAS, the Parties have been working cooperatively on the implementation of the
Fee Schedule referenced in Section 6 of the Agreement but have been unable to implement
the Fee Schedule and collect those fees as soon as the Parties had initially contemplated; and
WHEREAS, the Parties desire to clarify the process for the City to remit fees to the
Authority.
NOW, THEREFORE, in consideration of the mutual promises and covenants contained
herein, the Parties hereby agree to the following amendments to the Agreement:
1. FIRE FEE SCHEDULE. The Fee Schedule shall be approved by the City and
implemented on January 1, 2026. As of that date, the City will begin collecting the Fire Fees
and Charges set forth on the Fee Schedule.
2. PAYMENT OF FIRE FEES. Section 6.1 of the Agreement is deleted and replaced with
the following:
6.1 Payment. All Fire Fees and Charges shall be due and payable to the
Authority within ninety (90) days of the City collecting those amounts. For ease
of administration, the Parties agree that the City will bundle the Fire Fees and
Charges collected within each sixty (60) day period and process payment to the
Authority within the following thirty (30) day period, thereby ensuring that
collected Fees and Charges are paid within ninety (90) days of collection by the
City. The City may deduct five percent (5%) of the established permit fee for
processing costs it incurred to collect the fees, including but not limited to court
costs, attorneys' fees, and payments to debt collection companies. The City is
not required to pay the Authority for uncollected or unpaid fees. If payment of a
collected Fire Fee and Charge is more than ninety (90) days delinquent, interest
shall accrue at the rate of twelve percent (12%) per annum until paid.
3. NO OTHER CHANGES. Except as provided herein, all provisions of the Agreement
shall remain unchanged and in full force and effect.
