1. CALL TO ORDER
The Edmonds City Council Committee A meeting was called to order virtually and in the City Council Conference Room, 121 – 5th Avenue North, Edmonds, at 3:00 pm by Councilmember Dotsch.
2. COMMITTEE BUSINESS 1. Toddle Time's Main Street Kids, Olympic Ballet Theatre and Olympic Ballet School Lease Agreements Shannon Burley, Deputy Parks Director, presented three lease agreement renewals for space at the Frances Anderson Center for Toddle Time’s Main Street Kids and Olympic Ballet Theatre and School.
She recommended council place these agreements on the next consent agenda for final approval with a small correction to the signatory line.

2. Supplemental Agreement 3 with SCJ for Highway 99 Revitalization Project (Stage 3) Mike De Lilla, City Engineer, introduced Bertrand Hauss, Transportation Engineer, who presented a
third supplemental agreement with SCJ for current work on Highway 99. The supplement includes a significant amount of design analysis and is backed by secured state funds.

3. Department of Ecology Agreement - 2025-2027 Biennial Stormwater Capacity Grant
Mike De Lilla, City Engineer, presented the $120,000 capacity grant which allows the city to fund activities to comply with the Department of Ecology’s (DOE) National Pollutant Discharge Elimination System (NPDES) Permit including equipment purchases.

4. Microsoft Enterprise Agreement Renewal

Brian Tuley, IT Director, presented the renewal agreement for the city’s Microsoft Office 365 subscription and recommended council add approval of the quote to the next consent agenda.

5. Fire ILA Modification
Ted Corey, Building Official, introduced a resolution authorizing a modification to the city’s existing
interlocal agreement with the Regional Fire Authority to reflect a January 1, 2026, start date for the collection of fire prevention fees.

6. Restoration of Vacation Hours Ludwig Marz, HR Director, presented a request made by a returning employee with 8.6 years at the City of Edmonds to restore their vacation bank and accrual rate upon rehire.

7. New Parking Permit Annual Pricing Increase for 2026 Councilmember Paine provided a brief background on an increase to the city’s parking permit rates which had been previously approved by council in December 2024 and incorporated into 2025 & 2026 revenue budgets without being codified. A draft ordinance was presented to codify the previously approved rate increases.
