PROBLEM/ISSUE STATEMENT:
Job Order Contracting (JOC) 2026 Quarter One
In 2026, more than 50 projects were assessed for consideration. In that time, further scoping and
detailing determined 25-30 projects as appropriate for the Job Order Contracting (JOC) program. In the
first quarter of the year, 26 projects were initiated to date.
Job Order Contracting (JOC) Project Status Updates are available for each project on the attached
report. Categories of status include: Scope, Out for Bid, Proposal Received, Permitting, Notice to
Proceed, In Progress, On-Hold and Completed.
City departments and locations being supported by Job Order Contracting: Public Safety – Courts and
Exterior projects, City Hall, City Park Shop, Public Works – Fleet, Parks – Frances Anderson Center,
Library Plaza, Wade James Theater and other Rental Locations.
CONTEXT, ANALYSIS, & ALTERNATIVES:
The City of Edmonds Job Order Contracting (JOC) program allows for rapid project evaluation and
competitive project costs. This program allows departments and divisions without project management
staff to perform projects that comply with RCW and project documentation requirements. This program
continues to show its value with execution of diverse projects in a timely manner. Currently, Facilities is
the only Departmental Division using the JOC program. We are currently supporting JOC projects for
Parks, Courts, the Arts, as well as Public Works.
RECOMMENDATION:
Accept 2026 Job Order Contracting (JOC) Program Report in Parks and Public Works Committee.

PROBLEM/ISSUE STATEMENT:
City Hall was purchased and renovated by the City in 1999-2000, main roof was pre-existing and is at
end of life. The City’s Job Order Contracting (JOC) program is preparing to initiate a contract for work.
CONTEXT, ANALYSIS, & ALTERNATIVES:
Due to the critical nature of this building to City operations, continuity of business is a must. The roof
must be replaced proactively. This roofing system has been professionally inspected and maintained
since 2016. It could potentially last 3-5 more years before reaching critical replacement.
RECOMMENDATION:
Forward this agenda bill to the Consent Agenda for approval and to authorize the Mayor’s acceptance
of the project contract.
BUDGET IMPACTS:
The estimated budget for this work is $300,000. The current proposal returned this amount of
$180,966.18 Funds to be used from 016 fund bond dollars.

PROBLEM/ISSUE STATEMENT:
The Safety Action Plan (the Plan) is now ready for adoption. The final draft of the Plan has been
reviewed by the Stakeholder Committee members and City residents through a detailed public outreach
process.
CONTEXT, ANALYSIS, & ALTERNATIVES:
The City partnered with ten other agencies, including Puget Sound Regional Council (PSRC), to secure a
$2.87 million grant through the U.S. Department of Transportation’s Safe Streets and Roads for All
(SS4A) Grant Program to complete their Safety Action Plans. The City of Edmonds secured $300,000 of
that total amount. The program is focused on the development of a Safety Action Plan by developing
well-defined strategies to prevent future roadway fatalities and serious injuries for all modes of
transportation and making travel safer for all modes of transportation throughout Edmonds that is
consistent with PSRC’s Vision Zero Goal.
In May 2025, Fehr & Peers was hired to help complete the Plan. It serves as a roadmap to identify
priority locations where crashes and near misses happen often or are most severe and where people
generally feel unsafe walking, rolling, biking, driving, or getting to and from the bus. The Plan includes
the establishment of a vision statement, safety analysis, policy development, public engagement
process, and project selection to address those safety issues. The adoption of the Plan will make the
City eligible to apply for future SS4A grant funding for safety improvement projects specifically identified
in the Plan.
RECOMMENDATION:

PROBLEM/ISSUE STATEMENT:
The Highway 99 Revitalization Project - Stage 3 design agreement with SCJ needs to be amended to
include:
pedestrian crossing memo for three (3) intersections that do not allow active transportation
crossings – 240th St. SW and two SR-104 on/off ramps
additional Underground Utility Design work
o Service connections and conduit routing from the property line to private properties
(power and communication lines)
o Prepare 30%, 60%, 90%, 95%, and 100% Design Plans for service connections.
CONTEXT, ANALYSIS, & ALTERNATIVES:
The goal of the Highway 99 Revitalization project is to extend the successful transformation of Highway
99 in Shoreline through Edmonds from 244th St SW to 210th St SW. The 2.25 mile stretch was divided
into seven (7) segments, due to the high cost of completing all proposed improvements along the
corridor. The scope of Stage 3, from 244th St SW to 238th St SW, includes capacity improvements at
238th St SW, adding a second left turn lane for the northbound movement. It also includes a planter
strip, bike lane, new sidewalk, new street and pedestrian lighting on both sides of Hwy 99, an overlay,
and the completion of various utility improvements.
The original consultant agreement with SCJ was approved on November 8, 2022.

Supplement #1 contained additions regarding stormwater design to account for 2024
Stormwater Manual Update, additional survey work to support that work, Phase 1
Environmental Site Assessment, and cultural resources work not included in original contract.
Supplement #2 contained additions regarding Complete Streets items along the corridor, right-
of-way consultant services, and stormwater design work at Pizza Hut and Safeway properties.
Supplement #3 consisted of a Project Management extension through December 31st, 2027,
additional Design Analysis documentation, and 60% Design Plan revisions to include signal plans.
RECOMMENDATION:
Forward item to the consent agenda for approval at the next Council meeting.
BUDGET IMPACTS:
The fee proposal is being negotiated between the City and SCJ. It will be provided in the future when
this item goes in front of full City Council for final approval. The fees for this supplement are funded by
Connecting Washington funds (as part of $22.5 Million secured for the Hwy 99 Revitalization project).

PROBLEM/ISSUE STATEMENT:
The Highway 99 Revitalization Project – Stage 4 design agreement with SCJ needs to be amended to
include:
Complete Streets Elements (addition of bike lane adjacent to sidewalk / in compliance with
WSDOT Complete Streets Memo);
Stormwater Design and reports to account for 2024 Department of Ecology Stormwater
Management Manual;
Addition of (4) Design Analysis;
Additional Design work at following properties
o Dick’s Drive-In: driveway re-grading
o Winco Foods: driveway re-grading
o Doug’s Lynnwood Mazda: Complete Streets design impacts stairs leading up the parking
lot / additional design work including retaining wall
o Dragon Tiger Casino: Redesign parking lot for Complete Streets addition
o Paradise Espresso and Emerald City Engineers: steep driveway
Due to potential contaminated soil within certain private properties (as identified in Hazardous
Material Report), Phase 1 ESA’s and Phase 2 ESA’s might be needed;
Additional scope items result in additional work for the Cultural Resources Report;
