1. CALL TO ORDER / FLAG SALUTE
The Edmonds City Council meeting was called to order at 6:00 pm by Mayor Rosen in
the Council Chambers, 250 5th Avenue North, Edmonds, and virtually. The meeting
was opened with the flag salute.
2. LAND ACKNOWLEDGMENT
Councilmember Olson read the City Council Land Acknowledgment.

4. APPROVAL OF THE AGENDA
COUNCILMEMBER PAINE MOVED APPROVAL OF THE AGENDA.
MOTION CARRIED UNANIMOUSLY.
5. PRESENTATIONS
1. Proclamation for LGBTQ+ Pride Month Only One Reading Required – Mayor's Office (5
minutes)
Mayor Rosen proclaimed June 2026 as LGBTQ+ Pride Month.
2. Proclamation for National Gun Safety Awareness Month Only One Reading Required –

3. 2025 Transportation Impact Fee Report First Reading – Engineering (10 minutes)
Mike DeLilla, City Engineer, and Bertrand Hauss, Transportation Engineer,
presented on the 2025 Transportation Impact Fees.
4. Mayor’s Finance Update – Mayor’s Office (5 minutes)
Mayor Rosen gave an update on the upcoming budget retreat and announced the
City will be canceling its Flock contract due to the intent of the federal
government to gain access to local Flock cameras.
6. AUDIENCE COMMENTS
The following community members provided audience comment:
1. Joan Longstaff – Expressed concern with the quality of the disability housing
complex where she lives.
2. Tim Amen – Thanked Council for their attention to the issue at the Lynnwood
Wastewater Treatment Plant.
3. Chongwen Cong – Expressed concern with unfair treatment regarding code
enforcement.
4. Joe Scordino – Discussed the graffiti issues in the City of Edmonds and the
agreements with Washington State Department of Transportation (WSDOT).

COUNCILMEMBER CHEN MOVED TO APPROVE THE CONSENT AGENDA.
MOTION CARRIED UNANIMOUSLY. The agenda items approved are as follows:

9. PUBLIC HEARING
1. Public Hearing: 2027-2032 6-year Transportation Improvement Program (TIP) First
Reading – Engineering
Mike DeLilla, City Engineer, and Bertrand Hauss, Transportation Engineer,
presented on the 2026-2032 Transportation Improvement Program.
The following community members provided public testimony:
1. Joe Scordino – Suggested that a community survey would have been helpful
when developing the Transportation Improvement Plan.
Council asked questions and discussed the proposed Transportation Improvement Program
further.
10. COUNCIL BUSINESS
1. Family Burial Grounds (HB 2239) Second Reading – Planning and Development
Mike Clugston, Planning and Development Director, briefed Council on House Bill
2239 which allows family burial grounds on private property, as well as the
options given to cities related to this bill.
COUNCILMEMBER OLSON MOVED TO INSTITUTE A SIX-MONTH INTERIM
ORDINANCE TO PROHIBIT FAMILY BURIAL GROUNDS IN EDMONDS.
THE MOTION CARRIED UNANIMOUSLY
