1. CALL TO ORDER
The Edmonds Council Study Session was called to order virtually and in the City
Council Conference Room, 121 – 5th Avenue North, Edmonds, at 3:00 pm by Council
President Dotsch.
2. STUDY SESSION ITEMS
1. 2027-2028 Capital Facilities Plan Introduction First Reading – Public Works and Utilities
Andy Rheaume, Public Works Director; Mike DeLilla, City Engineer; and Bertrand
Hauss, Transportation Engineer, provided background and an introduction to the
2027-2028 Capital Facilities Plan (CFP) and answered Council questions.
2. 2026 Tree Code Updates, Project #AMD2026-0001 Fourth Reading – Planning and
Development Services
Deb Powers, Planner, updated Council on the 2026 Tree Code.
The meeting was extended to 4:35 by unanimous consent.
3. ITEMS FOR FUTURE CONSENT
ADJOURNMENT
The meeting was adjourned at 4:35 pm.
