1. CALL TO ORDER
The Edmonds Council Public Safety, Planning, Human Services, and Personnel (PSPHSP)
Committee meeting was called to order virtually and in the City Council Conference Room,
121 – 5th Avenue North, Edmonds, at 4:30 pm by Councilmember Nand.
2. COMMITTEE BUSINESS
Councilmember Nand moved item 2.3, Ordinance Amending Ordinance No. 4424 to Correct and
Clarify Legislative Recitals, to item 2.1 by unanimous consent. 1. Ordinance Amending Ordinance No. 4424 to Correct and Clarify Legislative Recitals First
Reading – City Council Office
Jeff Taraday, City Attorney, described the background behind the need for updating the
ordinance and requested that it be placed on the next Council Consent Agenda.
Committee Recommendation: Move to Consent Agenda
2. WWTP Maintenance Supervisor Job Description Revision First Reading – Public Works
and Utilities
Joe Carter, Wastewater Treatment Plant (WWTP) Manager, Andy Rheaume, and RaeAnn
Duarte, Human Resources Manager, described the need for revising the WWTP
Maintenance Supervisor job description.
Committee Recommendation: Move to Consent Agenda
3. Personnel Policy Clarification for Approval of Job Descriptions First Reading – Human
Resources
Lisa Takach, Human Resources Director, provided background into the Council’s role, as

defined by the personnel policy, in changing job description.
