1. CALL TO ORDER
The Edmonds Council Study Session was called to order virtually and in the City
Council Conference Room, 121 – 5th Avenue North, Edmonds, at 3:00 pm by Council
President Dotsch.
2. STUDY SESSION ITEMS
1. Final Fiscal Analysis of Potential Esperance Annexation Third Reading – Planning and
Development Services
Mike Clugston, Planning & Development Director; Brad Shipley, Planning Manager;
and Josh Linden of BERK Consulting, presented on the final fiscal analysis of the
potential Esperance annexation and took questions from Council.
3. ITEMS FOR FUTURE CONSENT
4. EXECUTIVE SESSION PURSUANT TO RCW 42.30.110(1)(i)
The City Council went into Executive Session at 3:46 pm and returned at 4:25 pm.
