1. CALL TO ORDER
The meeting was called to order at 10:02 am.
1. Welcome and Review Agenda — Mayor Rosen (10 min.)
Mayor Rosen reviewed the agenda for the day with Council and Directors.
2. COUNCIL BUSINESS
1. Baker Tilly Fiscal Forecast & Project Status — Michael Perkins (50 min.)
Mike Perkins, Matt Stark, and Matt Bubness of Baker Tilly presented their findings
regarding the City’s fund balances and the potential strategies for remedying the
projected general fund deficit.
Baker Tilly staff took questions of Council.
2. Budget Development - Status and Process — Mayor Rosen (15 min.)
Mayor Rosen recapped the process and timeline of the budget process so far.
3. Updated 2027 – 2028 Budgetary Shortfall — Kisha Post (15 min.)

Mayor Rosen and Kisha Post, Finance Specialist, updated Council and Directors on the
current state of the budget shortfall.
Staff took questions of Council.
4. BREAK (15 min.)
Council took a break from 11:28 – 11:45 am.
5. Council Revenue Decisions & Restriction Impacts — Kisha Post (45 min.)
Kisha Post, Finance Specialist, reviewed current taxes and revenue streams that were
previously approved by Council, including the dollar amounts, allowable uses, benefiting
fund, and how spending from such funds is tracked.
Staff took questions of Council.
6. What's Next - Schedule — Mayor Rosen (15 min.)
Mayor Rosen reviewed the next steps in the budget process with Council and Directors.
Staff took questions of Council.
7. Boards and Commissions – ECC 10.01 — Mayor Rosen (60 min.)
Mayor Rosen and Emily Villata, Deputy City Clerk, presented on the proposed changes
to Edmonds City Code 10.01 relating to all City Boards and Commissions (Advisory
Bodies). Council provided input into the proposed changes and suggested ways that
certain aspects could be improved upon.
Staff took questions of Council.
