City Council Agenda Item 2.1
August 18, 2026 - Public Safety, Planning, Human Services, and Personnel (PSPHSP) Committee
TITLE:WWTP Senior Laboratory Technician Job Description Revisions
(First Reading)
DEPARTMENT:Public Works and Utilities
PRESENTER:Joe Carter, WWTP Manager
NEEDED FROM COUNCIL:Action
RECOMMENDATION:
Move to schedule the WWTP Senior Laboratory Technician job
description revisions on the consent agenda for approval at the
September 8, 2026 City Council meeting.
BUDGET:
Total Dollar Amount:N/A ☒ Approved in Budget
Fund(s):N/A ☐ Budget Reallocation Required
☐ No Budget Impact
PROBLEM/ISSUE STATEMENT:
In anticipation of filling the vacancy in the WWTP Laboratory, the position has been reviewed
and changes are proposed to the WWTP Senior Laboratory Technician job description.
CONTEXT, ANALYSIS, & ALTERNATIVES:
The Wastewater Treatment Plant maintains an accredited laboratory where the chemical,
physical, and bacteriological processes that treat the wastewater are analyzed. The laboratory
has been staffed by a WWTP Water Quality Analyst. In April 2026, Council approved the
addition of a WWTP Regulatory Supervisor to oversee all regulatory requirements of the
Wastewater Treatment Plant, including oversight of the WWTP laboratory.
Due to a promotion, the WWTP Water Quality Analyst is currently vacant and approved to be
filled. Prior to recruitment, the Public Works & Utilities Department, with the support of the
Human Resources Department, has reviewed the current job description and based upon the
operational needs of the laboratory has determined the WWTP Senior Laboratory Technician is
a more appropriate position for this role. This position was previously authorized in 2017. The
proposed changes are to reflect the required functions, skill, and minimum qualifications for
WWTP Senior Laboratory Technician.
RECOMMENDATION:
Move to schedule the WWTP Senior Laboratory Technician job description revisions on the
consent agenda for approval at the September 8, 2026 City Council meeting.

August 18, 2026 - Public Safety, Planning, Human Services, and Personnel (PSPHSP) Committee
TITLE:Introduction to Comprehensive Plan Future Land Use Map and
Zoning Map Updates for Westgate Neighborhood Center (First
Reading)
DEPARTMENT:Planning and Development Services
PRESENTER:Brad Shipley
NEEDED FROM COUNCIL:Informational
RECOMMENDATION:No formal Council action is requested at this meeting.
Staff recommends that Council receive the introduction to the
proposed amendments and Planning Board's August 12 policy
direction. Staff will continue processing the amendment package
for Planning Board recommendation and subsequent Council
public hearing and final consideration.
BUDGET:
Total Dollar Amount:0 ☐ Approved in Budget
Fund(s):N/A ☐ Budget Reallocation Required
☒ No Budget Impact
PROBLEM/ISSUE STATEMENT:
Four parcels near Westgate Center were inadvertently left without permanent zoning as part of
the 2024 Comprehensive Plan update and subsequent implementation of the Neighborhood
Center and Hub (NCH) zoning framework.
This item is intended to introduce the proposed approach to Council and provide an overview
of the Planning Board process before the amendments return for formal consideration later in
2026.
CONTEXT, ANALYSIS, & ALTERNATIVES:
The four subject parcels are located near the intersection of Edmonds Way and 100th Avenue
W/9th Avenue S and include existing commercial properties near the Taco Bell and Pagliacci
properties.
The parcels were historically zoned Westgate Mixed Use (WMU). During the 2024 periodic
Comprehensive Plan update, however, they remained within the Planned Neighborhood Future
Land Use Map designation rather than being incorporated into the updated Westgate Center
designation. When the former WMU zone was subsequently repealed and replaced with the
NCH framework, the four parcels were therefore not included in the NCH rezone and were left
without an operative zoning designation.
Item 2.2
Packet pg. 14/28
Item 2.2
Packet pg. 14/28
Ordinance No. 4411 temporarily addressed the issue by applying BP zoning while directing the
City to evaluate permanent zoning through the 2026 Comprehensive Plan docket.
Planning Board Review
The Planning Board first discussed the parcels on April 8, 2026. The Board requested additional
information regarding how the parcels could be incorporated into the Westgate Center,
appropriate boundaries between the center and adjoining residential properties, and the
development standards that would apply.
Staff returned to the Planning Board on August 12 with revised maps and additional analysis.
Following discussion, the Board provided policy direction supporting:
•Expanding the Westgate Center Future Land Use Map boundary to include all four
parcels;
•Replacing the interim BP zoning with permanent NCH zoning consistent with the
adjoining Westgate Center; and
•Using the subject parcel boundaries to establish a clear transition between the
Westgate Center and adjoining low-density residential properties.
The Board's direction recognizes the parcels' historic relationship to the Westgate mixed-use
area and would place them under the same contemporary zoning framework as the
surrounding center rather than maintaining a small, separate pocket of BP zoning.
Remaining Policy Work
Planning Board's August 12 discussion provided direction for development of the amendment
package but did not constitute its final recommendation to Council. Staff will complete the
associated Comprehensive Plan and zoning map amendments, environmental review, and other
required processing before returning the proposal to the Planning Board for final consideration.
As part of that work, staff will also confirm the appropriate application of NCH overlays and
commercial-frontage requirements to the individual parcels, recognizing differences in their
relationship to Edmonds Way and the adjoining residential area.
NEXT STEPS:
The anticipated process is:
•August 18 – City Council introduction to the proposed Planning Board policy direction.
•September 9 and 23 – Planning Board consider proposed CIP/CFP updates, hold a public
hearing, and consider the completed Comprehensive Plan amendment package, and
make a formal recommendation to City Council.
Item 2.2
Packet pg. 15/28
Item 2.2
Packet pg. 15/28
•Fall 2026 – City Council receives the Planning Board recommendation and conduct the
required public hearing on the proposed Comprehensive Plan and zoning map
amendments.
•End of 2026 – City Council consider final adoption as part of the City's 2026
Comprehensive Plan amendment process.
The schedule may be adjusted based on completion of required review and Council agenda
availability.
RECOMMENDATION:
No formal Council action is requested at this meeting.
Staff recommends that Council receive the introduction to the proposed amendments and
Planning Board's August 12 policy direction. Staff will continue processing the amendment
package for Planning Board recommendation and subsequent Council public hearing and final
consideration.
BUDGET IMPACTS:
The work associated with this item is anticipated to be completed as part of the 2026
Comprehensive Plan docket and Planning Division work program. No direct budget impact is
anticipated beyond existing staff time and administrative processing.
Future redevelopment of the properties could affect property values, tax revenues,
infrastructure demand, and municipal service costs. Those impacts cannot be reliably quantified
at this stage and would depend on the timing, scale, and type of future development.
ITEM HISTORY:
City Council adopted Ordinance No. 4411 on October 28, 2025, establishing interim Planned
Business (BP) zoning for the four parcels and adopting a work plan to determine an appropriate
permanent Comprehensive Plan and zoning designation through the 2026 Comprehensive Plan
docket process.
The Planning Board reviewed the issue on April 8 and August 12, 2026. At its August 12
meeting, the Board provided policy direction supporting incorporation of the four parcels into
the adjoining Westgate Neighborhood Center and application of permanent NCH zoning. Staff
will use that direction to complete the proposed Comprehensive Plan and zoning map
amendments and return to the Planning Board for a formal recommendation to the City
Council.
