TITLE:Administration Recommendations for Revisions to the Use and
Structure of Advisory Bodies, with Draft changes to ECC 10. (First
Reading)
DEPARTMENT:Mayor's Office
PRESENTER:Mayor Rosen
NEEDED FROM COUNCIL:Action
RECOMMENDATION:Review recommendations and corresponding draft ordinance
and changes to ECC 10.
BUDGET:
Total Dollar Amount:TBD ☒ Approved in Budget
Fund(s):General Fund ☐ Budget Reallocation Required
☐ No Budget Impact
PROBLEM/ISSUE STATEMENT:
How should advisory bodies (boards and commissions) function in a way that leverages
community member wisdom, provide boots-on-the-ground work, help inform Council and
administration decisions, is sustainable, effective, and aligned with the City’s priorities moving
forward?
CONTEXT, ANALYSIS, & ALTERNATIVES:
Mayor Rosen formed the Boards and Commissions Task Force in 2024 to conduct a
comprehensive review of our existing structure, gathered input from stakeholders, and
evaluated how other cities approach this work. This work from the task force comprised of
councilmembers, staff, current and former board members, and community representatives,
informed the recommended changes.
Mayor Rosen presented recommendations to Council at the May 13, 2026 study session, and
has revised these recommendations based on the feedback provided during councilmember
discussion.
Summary of Revised Recommendations:
•Restructure ECC Chapter 10 – Change Title from Boards and Commissions to Advisory
Bodies, create general provisions that would apply to all advisory bodies
(appointment/confirmation, length of term and term limits.
•Adopt a consistent naming convention and apply name changes to several existing
advisory bodies.
•Repeal Municipal Defense Commission (Ordinance 537)
•Repeal Medical Self Insurance Advisory Board (ECC 10.31)

•Replace Youth Commission with Youth Advisory Board (repeal ECC 10.55)
•Adjust frequency of Historic Preservations Commission meetings.
•Begin transition of Sister City Commission to a 501c3 and provide limited staff support in
interim.
•Encourage Council to formalize councilmember liaison participation, expectations, and
reporting within Council’s Rules of Procedure.
RECOMMENDATION:
Review recommendations and corresponding draft ordinance and changes to ECC Chapter
10. This item is scheduled for council action on September 22, 2026.
BUDGET IMPACTS:
As proposed, for 2027:
•Reduced frequency of meetings of some advisory bodies would reduce staff time
allocated to facilitate these meetings, but not salary/benefit expenditures.
•Reduced members needing email accounts would reduce IT expenditures slightly.
ITEM HISTORY:
Ordinance 4376 was adopted by Council in December of 2024. This ordinance suspended for
two years
(2025 and 2026) the regular meetings of city boards and commissions not required to operate
under
state law. This ordinance will sunset and have no further force or effect on January 1, 2027.
ADDITIONAL INFORMATION:
Draft changes to ECC 10 are initial, and warrant further legal review after Council discussion and
before this item returns to council agenda for consideration of adoption.

appointing power may terminate the employment of the person certified, if during the
performance test thus afforded, upon observation or consideration of the performance of duty,
the appointing authority shall designate one of the persons certified as standing within the next
three persons highest on the list. Such person shall likewise enter upon the duties until some
person is found who is deemed fit for appointment, employment or promotion for the
probationary period provided therefor, whereupon the appointment, employment or
promotion shall be deemed to be complete. The commission shall provide a procedure in their
rules for extending probationary period of any employee for up to an additional six months if
requested by the appointing authority. [Ord. 4112 § 1, 2018; Ord. 3999 § 1, 2015; Ord. 3698 § 2, 2008;

The administrative services director is hereby authorized and directed to work with the
commission to establish a fund or appropriate subfund or accounting category in order to
segregate private monies contributed to the city for the purpose of assisting or promoting the
sister city commission effort. The purpose of this segregation will be to keep and maintain the
private character of these funds in order that they may be used to entertain and host visiting
dignitaries and to do other things which the city would be otherwise prohibited from doing with
public funds. In all other respects, the funding of the commission shall be on such basis as the
council shall determine in accordance with its annual budget; provided, however, it is the
intention of the city council that staff support be provided through the office of the mayor and
that special projects of the commission be funded through its applications to other interested
bodies. For example, the promotion of tourism through Japanese tourists may trigger
application for tourism funds, an art project may result in applications to the Edmonds arts
commission, and other similar projects will be funded in accordance with their merit and the
purposes for which other available funds are provided. The commission is urged and expected
to continue its fund raising efforts in order to provide a separate source of private funding for
its projects.
10.60.050 Expenditures and other financial procedures.
Expenditure of all funds shall be expended in accordance with generally accepted accounting
procedures and those procedures established by the administrative services director and the
state auditor; provided, however, that private funds donated for the purpose of hosting shall be
segregated from public funds. The commission shall maintain a proper audit trail for all
expenditures and carefully differentiate between public and private funds to the end that no
public monies of the city are spent on promotional hosting or visiting dignitaries except in
