Provided is a summary of financial activity through August 31st. The total fund balance has increased by $16.5m as of August 31st. In the 2026 amended budget the City is projected to see a increase in fund balance of $12m (for the entire biennium of 2025/2026) by year end. Looking at the “All Funds Financial” summary statement you can see that the most significant reasons for this current difference can be found in the General Fund ($2.5m), The 3-Utilities funds ($10.7m) and the Reet Funds (125/126) $1.7m. The total fund balance increase is primarily due to capital projects pushed to the next biennium and some revenues coming in over budget in the (oo1) general fund: •Interest Income continues to decline from 2025 (as of this date), down 4.2% (approximately 83k). This is due to 2 factors: (1) Multiple bonds with higher (over 4%) interest rates maturing and (2) Interest rates had declined in 2025 and earlier in 2026. However with rates now increasing we were able to replace two of the bonds that had matured with higher interest rate bonds so we should see this declining trend reverse in the coming months. •Labor costs as of August 31st YTD (year to date) Labor costs are under budget near 7% for August and the General Fund is under budget by 5%. The General Fund is over budget in just one department by 25% (City Administrator) by $114k. These changes have been discussed. Through August, salaries and benefits totaled $20,210,803 for the General Fund which is $(1,636,040) less than we would have expected through this point. This is due to leaving additional approved and funded positions vacant in 2026. For all funds we have spent $(3,159,207) less than we would have expected through this point. •Revenues & Expenditures - The “All Revenue Summary” shows that the City of Edmonds is under expectations at 2.7% (this is primarily due to Street Construction (112) & Storm (422)). The 2026 appropriations budget is 16.1% below budget expectations (capital projects pushed). The General Fund is under budget by 4.7% due primarily to labor as can be seen in the “All Expenditure Summary”. •Sales Tax trending – August sales taxes were up by 9.2% ($183k) from 2025. This is a trend that started earlier in 2026 and was not predicted so is being watched closely. We did receive September’s for 2026, and it is up from 2025 by 9.1% ($785k). Sales taxes surged early in 2026 and remains consistent. Good news indeed. •Development Services – exceeded expectations by (62.3%). These revenues exceed those from August YTD in 2025 by 61% ($1m). Building permits, building plan review & inspection and engineering inspections lead the way in this significant increase. The Parks and Public Works Capital Projects reports used for tracking by the Finance Department will be included with the third quarter reports due to the time it takes to prepare them and that changes do not often happen monthly. In a joint effort with Public Works, we are providing information and data on which projects were delayed and why. This is included in Exhibit “A” which will now also be included with Quarterly reports. The Biennial Analysis for the labor and benefits costs as well as fund revenues and expenditures will be presented in the third quarter report through month 21 of the 2025/2026 Biennium. The revenue and expenditure reports are included on pages 13 and 15. We will also include a Labor and Benefits analysis. The cash flow report for the General Fund (page 24) shows that the actual/projected numbers are trending above initial budget by nearly $4m. Please let me know if you have any questions. I look forward to discussing this with you at the Committee Meeting on October 20th. Thank you. Richard A. Gould Finance Director 2   Item 2.1       Packet pg. 5/51   Item 2.1       Packet pg. 5/51 3 MONTHLY HIGHLIGHTS GENERAL FUND HIGHLIGHTS •Sales Tax is up $703,811 from this point last year and is $695,067 over the cumulative budget forecast of $7,656,136 for sales tax revenues. We are currently trending 9.20% over 2025 for sales collections through August. •Development Services related revenues are $1,024,559 more than they were to this point in 2025. Through August, we are 67% of the year complete, but have received 129% of the budgeted Development Services revenues, or $1,266,062 over the $1,347,533 that would be expected through this point. •Charges for Services revenues in the General Fund are down $(17,362) from 2025; this difference is less than we would have expected due to the large increase in Development Services revenues to this point. We would expect this revenue source to be lower due to no longer receiving EMS Transport Fees in 2026. Through August of 2025, we had received $1,188,168 in revenues from this revenue source. •General Fund Interfund Loan – The City began repayment of this loan in January of 2026; the outstanding balance on the principal as of the end of July is $4,000,000. Total interest to date that will be charged for this loan is $410,681; the City has paid $177,376 of this interest as of the end of August. •Through August, salaries and benefits totaled $20,210,803 for the General Fund which is $(1,636,040) less than we would have expected through this point. This is due to leaving additional approved and funded positions vacant in 2026. For all funds we have spent $(3,159,207) less than we would have expected through this point. As we received the full $6M interfund loan during January and February in 2025, this has effected the estimated flows of revenues coming in during 2026 and assumes a larger than normal amount of budget will be coming in during January and February of 2026. Through August we are currently right at budget with receiving 67% of budget and being 67% of the year complete. Please also note that the monthly report is cash basis and does not reflect accruals or adjustments done for year-end financial reporting. Due to this, the "prior year" green line reflects the $6M interfund loan as being recorded as revenue to the general fund. For year-end financial reporting, this was moved to a balance sheet account. 0 5,000,000 10,000,000 15,000,000 20,000,000 25,000,000 30,000,000 35,000,000 40,000,000 45,000,000 50,000,000 55,000,000 60,000,000 JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC General Fund -Fund 001 only Current Year Budget Prior Year 0 5,000,000 10,000,000 15,000,000 20,000,000 25,000,000 30,000,000 35,000,000 40,000,000 45,000,000 50,000,000 55,000,000 JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC General Fund -Fund 001 Only Current Year Budget Prior Year   Item 2.1       Packet pg. 10/51   Item 2.1       Packet pg. 10/51 8 DEVELOPMENT SERVICES REVENUE SUMMARY Source 2026 Amended Budget 8/31/2025 Revenues 8/31/2026 Revenues Amount Remaining % Received DEV SERV PERMIT SURCHARGE 90,000$ 91,141$ 90,342$ (342)$ 100% RIGHT OF WAY FRANCHISE FEE 30,000 34,183 32,631 (2,631) 109% BUILDING PERMITS 40,000 100,542 148,064 (108,064) 370% FIRE PERMIT 5,000 - - 5,000 0% ENGINEERING PERMIT 108,300 18,274 14,514 93,786 13% ENG PERMIT - RIGHT OF WAY - 82,553 71,868 (71,868) 0% ENG PERMIT - ENCROACHMENT - 1,233 3,432 (3,432) 0% ENG PERMIT - STREET USE - 548 5,041 (5,041) 0% STREET AND CURB PERMIT - 293 - - 0% STREET AND CURB PERMIT W/LEASEHOLD 10,000 - - 10,000 0% ENGINEERING FEES AND CHARGES - 1,528 - - 0% FIRE CONSTRUCTION INSPECTION FEES 10,000 29,120 29,177 (19,177) 292% ZONING/SUBDIVISION FEE - 1,205 858 (858) 0% BUILDING PLAN REVIEW AND INSPECTION 1,160,000 788,495 1,690,914 (530,914) 146% BUILDING PEER PLAN REVIEW - 6,680 6,893 (6,893) 0% FIRE PLAN REVIEW 25,000 29,209 55,692 (30,692) 223% PLANNING REVIEW AND INSPECTION 110,000 59,836 63,792 46,208 58% PLANNING PEER PLAN REVIEW - 11,000 4,422 (4,422) 0% S.E.P.A. BUDGET: Total Dollar Amount:0 ☐ Approved in Budget Fund(s):All ☐ Budget Reallocation Required ☒ No Budget Impact PROBLEM/ISSUE STATEMENT: The City’s current financial reporting framework does not fully support the objective of providing clear, meaningful information for Council to effectively oversee the City’s financial health. While financial information is regularly provided, the structure and content of reporting can limit the ability to quickly understand performance relative to the adopted budget and prior periods, and to clearly assess the City’s overall financial position. Refining the financial reporting policy provides an opportunity to better align reporting with its core purpose: delivering transparent, consistent, and decision-useful information that supports effective financial oversight and stewardship of public funds. CONTEXT, ANALYSIS, & ALTERNATIVES: Today’s presentation is intended to refresh where we were at in April, so we have context to resume work on this issue. Purpose of Financial Reporting Financial reporting is the primary tool used by Council to monitor the City’s financial health and ensure responsible stewardship of public funds. To effectively support this role, financial reporting should: Clearly communicate actual financial results Provide meaningful comparisons to: o Adopted budget (the City’s plan) o Prior periods (historical performance) Present information in a way that is consistent, understandable, and decision-useful RECOMMENDATION:   Item 2.2       Packet pg. 43/51   Item 2.2       Packet pg. 43/51 For Committee discussion. BUDGET IMPACTS: N/A ITEM HISTORY: The Finance Committee discussed this agenda item at the March 17th meeting and reviewed the current policy and other city financial reporting policies. This presentation was provided to Committee during the April 21st meeting.
