` �A An Ordinance declaring the intention of the City Council of
e City of Edmonds to improve certain Streets in said ,City by the
construction of a main trunk sewer, declaring the samefto be a
}� public necessity, and declaring that the cost and expense of the
same shall be assessed against the real.property included within
the bound€.ries herein: described, the beginning and terminus of
said improvement, adopting plans and specifications therefor, and
making an estimate of the cost og the same.
Whereas, the City of Edmonds is without sewers, all sewage be-
irg necessarily.absorbed by the soil through cesspools and other
makeshifts, and by reason thereof the said soil has become saturated
with said sewage, and
Whereas, the City has heretofore beer_ visited by epidemics of
V various contagious and infectious diseases which the Health Officer
of said Uty has reported were caused by said stagnant sewage,and
CondiWhereas, the said City is in a dangerously unsanitary
-tion by reason thereof, and that a combined drainage and sewerage
system is a public necessity if the health of the citizens of said
City is to be preserved, and
Whereas, by a recent and corrected survey of said City the same
is not susceptible of being drained by a single outlet, and that the
city should be districted, and
Whereas, a petition signed by more than twenty-five percent. of
` the owners of the area within the district herein described has been
presented to the Council praying that said main trunk drain and sewer
be constructed:

Now, therefore, the City Council of the City of Edmonds do
ordain as follows:
SECTION 1: That it is the intentionof the Cite Council of the
City of Edmonds to construct a main trunk drain and trunk sewer lffla4lll
from the point of intersection of Dayton and Sixth Streets iz� said ��
City, thence along said Dayton Street Nest to Third Street; thence,
by the most practical route to the intersection of George Street
and Front Streets; thence West on said George Street to the line of
low tide of the watersof Puget Sound. Also, commencing said inter-
section of said George and Front Streets, and connecting therewith,
running thence East to the center line of Second Street; thence
Forth along said Second Street to the center line of Edmonds Street,
thence East along said Edmonds Street to the Intersection of the
center line of Daley Street; thence East along said Daley Street to
the East line of Third.Street.
SECTION 2S That said main trunk sewer will.be constructed of �alt
concrete and, according to the plans, specifications and profiles ■;�
now on file with the City Clerk, a copy of which are on exhibition_% _k
in the office of the City Engineer, which are hereby adopted as a
system for the district hereinafter bounded and described.
SECTION 3: That the estimated cost of the construction of said C4.,-X
main trunk drain and sewer is Seventeen Thousand rive Hundred ($17,500)
Bollars.
SECTION 4: That the boundaries of the district which will here-
after be formed for the purpose of assessment to defray the costs
and expenses of the construction of such trunk sewer is as follows:
Beginning at the point of intersection of the center line of
George Street produced with the Government meander line on the
shores of -Puget Sound, as the place of beginning; thence along said
George Street East to the Intersection with Front Street; thence
South .08 degrees East 525.6 feet; thence South 2 degrees 45 minutes
West 405.6 feet; thence Booth 45 degrees-45 minutes East 162.2 feet;
thence South 4 degrees 50 minutes West 100.2 feet; thence South 10
degrees 30 minutes West 156 feet; thence South 3 degrees 40 minutes
East 268 feet; thence South 3 degrees 40 minutes West 662. feet;
thence South 27 degrees .05 minutes West 290 feet; thence South 34
degrees .05 minutes west 238 feet; thence South 14 degrees .00
minutes East 118 feet; thence South 49 degrees 15 minutes West 83.4
feet; thence South 35 degrees 25 minutes West-31.8 feet to the West
line of the Northeast Quarter of the Northwest Quarter of Section
Twenty-six, Township Twenty-seven North, Range Three East W.M.,
thence South to the Southwest corner of said subdivision; thence

the Southeast corner of the Southwest Quarter of the Southeast
Quarter of Section Twenty-four, said Township; thence North to the
northeast corner of the Northwest Quarter of the Southeast Quarter
of said Section Twenty-four; thence West to the Southwest corner
of the Southeast Quarter of the Southwest Quarter bf said Section
Twenty-four; thence North to the Northeast corner of the last naa ed
subdivision; thence West to the said meander line; thence South
along said meander line to the place of beginning, excepting from
the property included in said boundary line, all public streets,
alleys and public places, and all of which property will be assessed
to defray the costs and expenses of such main trunk sewer according
to the befits to be derived by such improvement.
SECTION 5: That Coupon Bonds of said district, payable in in-
stalments of such amounts as shall hereafter be determined by the
Council, will be issued to run for ten years.
SECTION 6: That protests and objections to such improvement
may be made by the owners of the property included within said dis-
trict and the same filed with the City Clerk on or before the 19th
day of October 1910, and which protests and objections must be made
in writing and signed by the owners.of such property, and that on
the 19th day of October 1910, at the hour of 7:30 o'clock P.M.,of
that day, the City Council will consider all such objections and
protests.

'e, SECTION 7: This Ordinance shall be published in the official �=
paper of said City for two consecutive issues thereof, prior to said
date.
SECTIOE 8: This Ordinance shall take effect and be in force
from and after its passage and approval by the Mayor.
