An Ordirance declaring the existence of a public emergency,
providing for emergency expenditures for the payme7t of a portion
of the cost of paving Main Street in the City of Edmonds, from
Third Street Wiest to the Great Morthern right-of-way, and for the
issuance of emergency Warrants in payment thereof.
WBBR.EA.* since the adoption of the last annual budget by the
City Council of the City of Edmonds, the condition of lower Main
Street im said City from Third Street Wiest to the Great Eorthern
right-of-way, owing to the heavy flow of traffic over the same,
is such as to make its immediate improvement imperative; and

said Street is, a mair thoroughfare and ar: arterial �
highway; and
WHEREAS, said City Courcil has heretofore declared that the
improvement thereof by paving constitutes a benefit to the abut-
ting property to the extert of sixty (60) percent of the cost
thereof, and to the City at large to the extent of forty (40)
percent of the cost thereof; and
WHEREAS, the pavirg of said Main Street, as aforesaid, is a
public emergency other Char those specifically.described in
Section 6, Chapter 158, Laws of 1923, and could not reasonably
have beer foresee: at the time of making the budget for the year
1927; and
WHEREAS, the payment of the City's share of said improvement
will require the experditure of money rot provided. for in the
budget for the year 1927 in an amount not to exceed Three Thous-
and Five Hundred ($8,500.00) Dollars.
IOW THEREFORE, be it ordained by the City Council of the City
of Edmonds;
1. That a public emergency is hereby declared to exist
which could rot reasorably have beer. foreseen at the time of
making the budget for the year 1M, that said emergency requires
the experd.iture iL the estimated M= of r,ot to exceed Three
Thousard Five Hundred ($3,500.00),Dollars.over and above the
amourt provided for it said budget for the year 1927, and which
estimated sum of rot to exceed Three.Thous and .-Five Hundred
($3,500.00) Dollars is required for the payment of the City's
share of the cost of Pavirg Nair Street in said City, from
Third Street to the Great lortherr right-of-way, by laying a
Portland_oemert concrete pavement from curb to.�curb.
2• That the said emergency expenditure shall be paid for
out of ary moneys of hard in the fund properly charged therewith
and not otherwise appropriated ar.d/or by the issuance of emer-
ger.cy Warrarts by the proper officers of the City of Edmords as
provided by law.
3. This Ordinlerce shall take effect five (5) days after its
publication according to law.
