An Ordinance ordering the improvement of Severth Street in
the City of Edmonds from the South line of Dayton Street to the
South City limits of the City of Edmonds, by olearing, grading to
proper grade, the full width thereof, and gravel things necessary
to make a complete improvement, all �r accordance with and pursu-
ant to a majority petition filed with the City Council on the
Twe_r_.tieth day of December, 1927; creating a Local Improvement
District for said improvement and providing that the payment
therefor shall be by the "payment by Bond" plan.
The City of Edmonds does ordain;
SECTION 1: That Severth Street in the City of Edmonds from
the South lire of Dayton Street to the South City limits of the
City of Edmords, be improved by clearing, grading to proper
grade, the fall width thereof and graveling, and doing all other
things necessary to make a complete improvement, all in accord-
arce with plans and specifications to be prepared by the City
Engineer of said City and in accordance with and pursuant to
that certain petition for said improvement filed with the City
Coureil of Edmonds or the Twentieth day of December, 1927, which
petition is signed by the owners of more than a majority of the
lineal frontage upon the improvement to be made within the limits
and area of the Local Improvement District hereinafter created.
SECTION 2: That said improvement be made along and in
front of the following described property which will be effected
by said improvement, and which will be included within the im-
provement district herein created and limited to such property
for the purpose of assessment as hereinafter provided, towit:
Lots 1 to 10 inclusive and 31 to

SECTION 3: That the cost of said improvement shall be as-
sessed agairst the property above described ar_d against all lots,
tracts ara parcels of lard lying and being within the improvement
district hereinafter created, ir_ proportior to the benefits de-
rived therefrom,as provided by the Ordirar:ces of. the City of
Edmonds and the laws of the State of Washington.
SECTION: 4: That the mode of payment shall be under the
"Payment by Bord" plan by which plan Bords of said District shall
be issued payable in ten (10) equal arrual payments or install-
merts with interest thereon at the rate of eight (8%) percent
per annum.
SECTION: 5: That the estimated cost of said improvement is
the sum of Five Thousand (5000.00) Dollars.
SECTION 6: That there is hereby created a Local Improvement
District to be designated arci knowr: as Local Improvement District
No.42, which shall include all the property hereinbefore described.
SECTIOX 7: That there be, and is hereby, created a Local
Improvement Furd to be known and designated as "Local Improve-
ment District Ford r o.42".
SECTION 8: That said improvement shall be made under the
direction of the City Council and the City Engineer, and in ac-
cordance with plans and specifications now on file with the City
Clerk of the City of Edmonds.

5 CTIO!, 9 • That Bords to be issued. as hereinbefore pro-
vided, may be delivered and sold to the Contractor doing the work
of such improvement it payment of his services, or they may be
sold by the City Clerk at private sale, provided, however, that
the returns from the sale of said Bor_ds must net the par value
of the sane, plus accrued interest, and the proceeds thereof
shall be applied ir_ payment of the costs and expenses of said
improvement.
SECTI0, 10: That the special assessments to be levied as
hereinbefore described shall be payable in ten (10) equal annual
installments with ihterest at the rate of eight (8%) percent,
per arum, and such irstallmer_ts shall be collected in the
manner provided by the general ordinances of the City,, of Edmonds
and the laws of the State of 17ashington.
SECTIOII 11: This Ordinance shall take effect and be in full
force ar_d effect from and after its passage by the City Council
of the City of Edmonds, its 4pproval by the Mayor and its publi-
cation accordirJg to law
Passed the City Courcil of the City of Edmonds in regular
session, this Twentieth day of December, 1927 and approved by me
or the sauce date. '
