Ari Ordinaree providing for the improvement of the Alley be-
tweer Fourth Street and Fifth Street in the City of Edmonds, from
a poirt Three Lurdred Fifty (350) feet South of the center line
of Dayton Street South alorg the center lire of said Alley pro-
duced a distarce of Seven Hundred Fifty ( 750 ) feet, by the c or-
struction of an eight inch (8") concrete lateral sewer, together
with the recessary merholes, catch basins and other appurtenances
necessary to make a complete improvement all in accordance with
Resolution r:o.101 of, the City of Edmonds; creating an assessment
district; creating a Local Improvement District Fund therefor,
and providing that payment for such improvement be made by special
assessment on said District under the mode of "Payment by Bonds".
yvHIa"W S, by Resolution To.101, of the City of Edmonds, the
City Council of said City has declared its intention_ to order the
improvement as above outlined and doing all other work necessary
in correction therewith to make a complete improvement in accord-
ance with the plans and specifications prepared by the City
Engineer.
F OW THEREFORE, The City of Edmonds does ordain:
SECTIOIi 1: x:a t the alley between_ Fourth Street and Fifth
Street,ir said City, from a point Three Hundred Fifty (350) feet
South of the certer lire of Dayton Street South along the center
lire of said Alley produced a distarce of Seven Hundred Fifty
(750) feet, by the coystructior of an eight inch (8") concrete
lateral Sewer, together with the necessary manholes, catch basins,
ar•d other appurte.=arces necessary to make a complete improvement,
all in accordance with the plans and specifications prepared under
the direction of the City Engineer, which plans and specifications
are hereby adopted arc. approved.
SECTIM, 2: That the costs and expenses of such improvement
shall be borre by and assessed against the property included in
the assessment district hereir_ created in accordance with law.
SECTION' 3: There is hereby established a Local Improvement
District to be called Local Improvement District lo.47, which
District shall include the followirg described property,towit:
Beginning at the Southeast co per of Sectior_ Twenty-three
(23), Township Twerty�-s even (274. rage Three ( 3 ) East W.M. ;
thence Lorth along the center lire of Fifth Street for Six
Hundred Sixty and Fire Terths,(660.9) feet; thence West for
Thirty (30) feet to the true point of beginning; thence contiru-
irg West for Two Hundred Sixty -ore and Four Terths,(261.4) feet
to the East lire of Fourth Street; thence South along the East
lire of Fourth Street produced for Seven Hundred nifty (750)
feet; thence East Two Hundred Sixty-one and Four Tenths,(261.4)
feet, more or less to the Westeright-of-way lire of Fifth Street;

thence north Seven Hundred Y ifty (750 ) feet along the Wiest
line of Fifth Street to the true point of beginning. In Sec-
tions Twenty-three (23) and Twenty-six (26), Township Twenty -
sever (27) lorth, Range Three (3) East W.Y.
SECTI0F 4: A special fund is hereby created to be called
Local Improvement District Fund l o.47, which shall consist in
the aggregate of the several amounts assessed, levied and
collected on the several lots and parcels of land in said Local
Improvemert District and the proceeds of the sale of the Bonds
of the said District for the purpose of defraying the costs and
expenses of such improvement. Out of said fund shall be paid
the Bonds, the interest thereon, and the entire cost of such
improvement, except the coat of labor as hereir_after provided.
SECTIOIC 5 : The costs and expenses of such improvement
shall be defrayed by special assessments payable in ten (10)
equal annual installments with interest thereon at the rate of
five (5 %) pereer_t per annum under the mode of "Paymert by Bonds"
as provided by law and the Ordinances of said City. Bonds
bearing interest at the rate of five (5%) percent per annum
payable or or before twelve (12) years from date of issue, shall
be issued in payment of the costs and expenses of such improve-
ment, or the City of Edmonds may, at its election, sell said
Bor_ds and make payment in cash in the manner provided by the
Ordinances of said City.
SEDTIOlFf 6: That the costs arA expenses of said improve-
ment to be borne by and assessed against the property of the
said assessment district, and for which B:or_ds of said District
are to be issued, shall not include the cost of labor upon.: said
improvement, which labor is to be furnished by Federal Funds
under the WPA plan of Federal Government.
