Au Ordinance providing for the improvement of the alley in
Blocks 77 and 68, Plat of the City of Edmonds from a point 27
feet West of ninth ;street to a point 270 feet East of Tiinth
Street, in said City, by the construction of a six-inch lateral
sanitary and storm'sewer, together with the necessary drainage,
man holes, catch basins and other appurtenances necessary to
make a complete improvement all in accordance with aesolution
Iro. 112 of the City of Edmonds; creatir.:g an ..ssessment District;
creating a Local I:nprovement District 'und therefor, and pro-
viding that payment for one-half of the costs and expenses of
such improvement be Due by special assessment on said District
under the mode of ay<_rent by bonds, and the remaining one-half
be charged against and paid out of the General Fund of the City
of Edmonds.

WHEREAS, by Resolution No. 112, of the City of Edmonds, the
City Council of the said City has declared its intention to
order the improvement as above outlined and doing all other
work in connection with the plans and specifications prepared
by the City Engineer.
NOC4 THERE ''ORE, THE CITY 02 EDMONDS DOES ORDAIN:
Section 1: That the alley in Blocks 77 and 68, Plat of the
City of Edmonds, from a point 27 feet West of Ninth Street to
a point 270 feet East of Ninth Street in said City by the con-
struction of a six-inch lateral sanitary and storm sewer, to-
gether with the necessary drainage, man holes, catch basins,
and other appurtenances necessary to make a complete improvement.
Section 2: That one-half of the costs and expenses of such
improvement shall be charged against and paid out of the
General Fund of the City of Edmonds, and the remaining one-
half of the costs and expenses of such improvement shall be
borne by and assessed against Sthe property included in the
Assessment District herein created in accordance with_law.
Section 3: That there is hereby established a Local Improve-
ment District to be called Local Improvement District No. 56
which District shall include the following described property,
to wit:
Beginning at the northwest corner of Lot 1,
Block 68, of the Plat of the City of Edmonds;
thence East along the North line of Lots 1 to
9, inclusive, for a distance of 270 feet;
thence South along the East line of Lots 9 and
of said Block 68, for a distance of
235 feet; thence West along the South line of
Lots 32 to 40, inclusive, of said Block 68,
for a distance of 270 feet; thence North along
the West line of lot 40 and lot 1 a distance
of 235 feet to the point of beginning, being
Lots 1 to 9, inclusive, and Lots 32 to 40,
inclusive, in Block 68 in said Plat of the City
of Edmonds, Snohomish County, Washington.
Section 4: A special fund is hereby created to be called Local
Improvement District Fund No. 56, which shall consist in the
aggregate of the several amounts assessed, levied and collected
on the several lots and parcels of land in said Local Improve-
ment District and the proceeds of the sale of the bonds of the
said District for the purpose of defraying the one-half of the
costs and expenses of such improvement chargeable to the prop-
erty in said District. Out of said fund shall be paid the bonds,
the interest thereon and one-half of the entire cost of such
improvement.
Section 5: One-half of the costs and expenses of such impro-
vement shall be dBfrayed by special assessments payable in ten
equal annual installments with interest thereon at the rate of
five per cent (5%) per annum under the mode of payment by bonds
as provided by 1gw and the Ordinances of said City. Bonds
bearing interest at the rate of five per cent (5%) per annum
payable on or before twelve years from date of issue shall be
issued in payment of one-half of the costs and expenses of such
improvement, or the City of Edmonds may, at its election,
sell said bonds and make payment in cash in the manner provided
by the Ordinances of said City.
