WHEREAS, the owners of 100yo of the pri-,ate props •ty abutting upon the portion of Second Avenue, hereinafter described, in the City of Edmonds, duly filed their petition W itii the City Council of the City of Edmonds, praying for the vacation of the said portion of Second Avenue, on January 18, 1955, and WHEREAS, the said Council of the said City did, by resolution duly adopted on the 18th day of January, 1955, set the 15th day of February, 1955, at the hour of 8 o'clock P.
