AVENUE NORTH FROM CASPER STREET, NORTH AND EASTERLY
TO EIGHTH AVENUE NORTH EXTENDED, IN THE CITY OF EDMONDS,
• COUNTY OF SNOHOMISH, STATE OF WASHINGTON, BY GRADING
AND LEVELING THE ABOVE DESCRIBED AVENUE AND PAVING
SAID AVENUE WITH A-B1%V Ii►"S-ABAD-T-*RE 1?
ASPHALTIC CONCRETE, TO THE WIDTH OF NOT LESS THAN
24 FEET IN THE CENTER OF SAID RIGHT-OF-WAY, TOGETHER
WITH SUCH OTHER WORK AS MAY BE NECESSARY TO MAKE A
COMPLETE IMPROVEMENT; PROVIDING, THAT PAYMENT FOR
THE SAID IMPROVEMENT BE MADE BY SPECIAL ASSESSMENT ON
THE PROPERTY IN SAID DISTRICT, UNDER THE MODE OF PAYMENT
BY BONDS, FOR MATERIAL USED, FIXED ESTIMATES AND ALL
OTHER EXPENSES, ALL IN ACCORDANCE WITH THE PETITION
SUBMITTED BY THE OWNERS OF THE PROPERTY WITHIN THE
SAID DISTRICT; CREA- fNG AN ASSESSMENT DISTRICT; CREATING
A LOCAL IMPROVEMLNT DISTRICT FUND THEREFOR, AND PRO-
VIDING THAT PAYMENT FOR SUCH IMPROVEMENT BE MADE BY
SPECIAL ASSESSMENT ON SAID DISTRICT UNDER THE MODE OF
PAYMENT BY BONDS
WHEREAS, by petit ion duly sig:;ed and conforming to law, submitted
to the City Council of the City of Edmonds on
10M, petitioning for the improvement as above outlined, and doing all other work
necessary in connection therewith to make a complete improvement in accordance
with the plans and specifications prepared by t he City Engineer,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ED-
MONDS DOES ORDAIN:

Section 2. That the cost and expense of such improvement shall
be borne by and assessed against t ae property included in the assessment

Se< -.ti o.1 4. A special fund is hereby created, to be called Local
Impro: ement District Fuhu No. ,P, which shall consist i n the aggregate
of the several amounts assessed, levied and collected on the several lots and
parcels of land in said Local Improvement District, and the proceeds of the
sale of the bonds of t..e said district. Out of said fund small be paid the bonds,
the interest thereon, and tie entire cust of such improvement.
Section 5. The cost and expense of such improvement snall be
defrayea by special assessment, payable in ten (IU) equal instal lment s,
• with interest tnereon at a rate not to exceed 5% per annum, payable annually,
under the mode of payment by bonds, as provided by law and tae Ordinances
of said City. Bonds bearing interest at the rate of not to exceed 5% per annum
payable on or before twelve (12) years from the date of issue, shall be
issued in payment of the costs and expenses of such improveimr,t, or the
