AN ORDINANCE PROVIDING FOR THE IMPROVEMENT OF PINE STREET, FROM
THIRTEENTH TO SIXTEENTH AVENUE; JUNIPER STREET FROM FOURTEENTH
TO FIFTEENTH AVENUE; FIFTEENTH AVENUE FROM A POINT 250 FEET NORTH
OF PINE STREET TO APPROXIMATELY 150 FEET SOUTH OF JUNIPER STREET;
THIRTEENTH AVENUE FROM PINE STREET TO LAUREL STREET; SIXTEENTH
AVENUE FROM PINE STREET SOUTH, WITHIN THE PROPOSED TIDWELL-
WEBSTER PLAT, AND THE PROPOSED PLAT OF ROSEWOOD ADDITION TO THE
CITY OF EDMONDS, WHICH WILL BE A REPLAT OF LOT TWO, BLOCK SIX,
ALDERWOOD MANOR NO. 9, SNOHOMISH COUNTY, WASHINGTON, BY THE
INSTALLATION OF AN EIGHT INCH LATERAL SANITARY SEWER TOGETHER
WITH THE NECESSARY MANHOLES, INLETS AND OTHER APPURTENANCES
NECESSARY TO MAKE A COMPLETE IMPROVEMENT; CREATING AN ASSESSMENT
DISTRICT; CREATING A CONSTRUCTION FUND THEREFOR; CREATING A LOCAL
IMPROVEMENT DISTRICT FUND THEREFOR; PROVIDING THAT PAYMENT FOR
SUCH IMPROVEMENT BE MADE BY SPECIAL ASSESSMENT ON SAID DISTRICT
UNDER THE MODE OF PAYMENT BY BONDS; AND PROVIDING THE RATE OF
ASSESSMENT SHALL BE FIXED ON THE BASIS OF THE SPECIAL BENEFITS CON-
FERRED AS SET FORTH IN R. C. W. 35.44.040; AND FURTHER PROVIDING FOR
PAYMENT BY THE CITY OF COSTS EXCEEDING THE ENGINEER'S ESTIMATE
BY MORE THAN TEN PER CENT.
WHEREAS, by Resolution of Intention No. 132 passed by the City Council of
the City of Edmonds on May 20, 1958, proposing a 1 ocal improvement dist rict as
shown and outlined above, and doing all other work necessary in connection therewith
to make a complete improvement in accordance with the plans and specifications pre-
pared by the City Engineer, and
WHEREAS, at the hearing on the Preliminary Assessment Roll on said
local improvement as provided by Resolution of Intention No. 132, no written ob-
jections were filed,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS
DOES ORDAIN:
Section 1. Tnat certain property in the City of Edmonds be improved by
installation of an eight inch lateral sanitary sewer, together with the necessary
manholes, inlets and other appurtenances necessary to make a complete Improve-
ment, in accordance with City Standards.
Section 2. That the cost and expense of such improvement shall be borne
by and assessed against the property included in the assessment district created in
accordance with law, and provided the rate of assessment shall be as set forth in
R. C. W. 35. 44. 040; PROVIDED, in t he event the cost of the said improvement shal l

exceed by more than ten per cent (10Q tine engineer's preliminary estimate, the
City of Edmonds shall pay, from its General Funds, sums suff ici ent to make up
the difference between tite actual cost of the improvement and the engineer's
esimated cost plus ten per cent.
• Section 3. That there is hereby established a local improvement
district to be called Local Improvement District No. 86, which district shall
include the following described property, to -wit:
Beginning at t.ie nort;iwest corner of Lot 2, Block 6 of Alderwood Manor No.
9, as recorded in : olume 10 of plats, page 6, records of Snohomish Court y,
Washi.igton; thence easterly along the north line of said Lot 2 to the east line of
said Lot 2; Cience south along the said east line to a point on said east line at a
distance of 10q. 45 feet north of the north margin of Fine Street ; theme east to
a point on the west margin of 15th Avenue at a distance of 109. 34 f eet north of
the north margin of Pine St,•eet; thence north along the west margin of Pine Street
to a point 150 feet north of the north margin of Pine Street; thence east along a
line parallel to and 150 feet north of the north margin of Pine Street a distance
of 201.04 feet; thence north 50 feet; thence east 230 feet; thence south to the
northwest corner of Lot 4 of Rowe's Addition; thence east along the north line
of said Lot 4 to the west margin of 16th Avenue; thence south along said west
margin to the norta margin of Pine Street; thence east along the north margin of
Pine Street to the intersection of the extended east boundary of the following
des, ribed tract of land in section 30, township 27 north, range 3 east, W. M.
Beginning at the norttwest corner of the southeast quarter of the northwest
quarter; thence east 466. 62 feet; thence south 466. 62 feet ; t hence west
466. 62 feet; thence north 466.62 feet to the point of beginning;
thence soutn along the extended east boundary and the east boundary of said
tract of land to the south boundary of said t Tact of 1 and; thence west along said
south boundary and the south boundary extended to the west margin of 15th Ave. ;
thence south to the south boundary of Lots 15, 16, 17, 18, 19, 21 of Tyler's Tracts;
thence west along tine said south boundary and the south boundary extended to a point
120 feet west of the west boundary of Tyler's Tracts; thence north parallel to the west
boundary of Tyler's Tracts to the north line of Fine Street; thence west along
said nortii line of line &reet to the west line of Lot 2, Block 6, Alderwood Manor
No. 9; thence north along the west line of said Lot 2 to the south margin of Bowdoin
Way, the point of beginning.
Section 4. A special fund is hereby created to be colied Construction
Fund for Local Improvement District No. 86. Into said fund shall be paid the
. proceeds from the sale of interest-bearing warrants by the City of Edmonds to
the purchasers of sai warrants. Out of said construction fund shall be paid,•
by cash warrants, the costs of the improvement as the same shall become due.
Section 5. A special fund is hereby created, to be called Local Im-
provement District Fund No. 86, which shall consist in the aggregate of the several
amounts assessed, levied and collected on the several lots and parcel s of land in
said local improvement district and the proceeds of the sale of bonds of the said
