Ordinance 883• • ORDINANCE NO AN ORDINANCE RELATING TO SALES OF CITY PROPERTY THE CITY COUNCIL OF THE CITY OF EDMONDS DO ORDAIN AS FOLLOWS: Sectionl. Whenever it shall appear to the Mayor and City Council that it is for the best interests of the City of Edmonds and the people thereof Via' any lot, parcel, or portion of such lot or parcel, of the property, whether real, per- sonal, or mixed, belonging to said City, should be sold, it shall be the duty of said Council to authorize the sale of such property acting by and through its executive officer, the Mayor of the City of Edmonds, to cause to be effected the conveyances necessary to transfer said property, after the same has been tppraised, and i:'der the limitations and restrictions and in the manner hereinafter provided. Section 2. Subsequent to the receipt of an appraisal of said pr )perty, the Council shall fix a minimum prico at which such property may be sold. No sale shall be consumated unless, at least, the minimum proce fixed by the Council is bid. Section 3. The City Clerk shall cause a call for his to be published relating to such property except. when A. Selling to a governmental agency in the manner provided in the laws of the State of Washington. B. The value of the property to be sold is less than , and C. The Council setting forth the facts by resolution has declared an emergency to exist. Section 4. The City Clerk shall give notice of the City's intention to make such sale by one p.blication in the official newspaper of said City; the City Clerk shall also cause notice of the City's intention to snake such sale to be posted on a public bulletin board in a conspicuous place in the City Hall of the City of Edmonds; both posting and the date of publication must be at least 5 calendar days before the final date for submission of such competitive bids. Section 5. The bids shall be opened in public at the time and place stated in such publication. The City Council may reject any or all bid or the bid for any one or more of the parcels, real or persona'_, included in the aforesaid call for bids. Section 6. Upon receipt of an acceptable b' i relating to said property the Council shall Authorize t le Mayor to cause the necessary instruments to be prepared • and further authorize the Mayor to execute such instruments. Section 7. In the event no bids, or no satisfactory bids have beer: received pursuant o the methods outlined above, or in the event the appraisal value of the property is less than $500. 00, then in that event the y. and City Council may receive or negotiate bids relative to the sale of such property, but in ro e.ent shall said property be sold for less than the a•praised value of such property.
