AN ORDINANCE APPROVING AND CONFIRMING THE ASSESSMENT AND ASSESS-
MENT ROLL OF LOCAL IMPROVEMENT DISTRICT NO. 103 FOR THE IMPROVE-
MENT OF CERTAIN STREETS IN THE CITY OF EDMONDS, COMMENCING AT
FIFTH STREET, S,E„ AND CONTINUING THENCE NORTH ON 17TH STREET
AND 17TH PLACE SOUTH TO THE SOUTH LINE OF THE ROBERT E. THOMAS
•SECOND ADDITION BY THE CONSTRUCTION OF CURBS AND BY PAVING THE
STREETS WITH ASPHALTIC TYPE CONCRETE, TOGETHER WITH ANY NECES-
SARY GRADING OR BASE PREPARATION AND RELATED WORK NECESSARY TO
MAKE A COMPLETE IMPROVEMENT, ALL TN ACCORDANCE WITH RESOLUTION
OF INTENTION NO, 152 OF THE CITY OF EDMONDS, WASHINGTON; LEVYING
AN ASSESSMENT ON ACCOUNT THEREOF AGAINST THE SEVERAL LOTS, TRACTS
AND PARCELS OF LAND AS SHOWN ON SAID ROLL; PROVIDING FOR THE ISSU-
ANCE OF BONDS THEREFOR, AND FIXING THE DATE OF THE ISSUANCE THERE-
OF; FIXING THE INTEREST RATE ON THE BONDS TO BE ISSUED IN CONNECTION
THEREWITH, AND FIXING THE INTEREST RATE ON THE UNPAID ASSESSMENTS
IN SAID LOCAL IMPROVEMENT DISTRICT NO. 103.
THE CITY COUNCIL OF THE CITY OF EDMONDS DOES ORDAIN:
Section 1. That the assessment and assessment roll of local improvement
district No. 103 for the improvement of the following described property:
Beginning at the intersection of the north margin of Fifth Street
S.E. and the east margin of 17th Place South, thence east along
said north margin to a point 150 feet east of the said east margin;
thence north and northeasterly parallel to and 150 feet east of said
east margin of 17th Place South to the south property line of Lot 35,
of Robert E. Thomas Second Addition, as recorded in volurr - 15 of
plats, page 8, records of Snohomish Countv; thence west to a point
150 feet west of the west margin of 17th Place South; thence
southwesterly and southerly parallel tc and 150 feet west of the
said west margin of 17th Place South, to the north margin of 5th
Street Southeast; thence easterly to the point of begiwiing,
Snohomish County, Washington;

y improving certain streets in the City of Edmonds, commencing at Fifth Street,
S.E., and continuing thence north on 17th Street and 17th Place South to the South
line of the Robert E. Thomas Second Addition by the construction of curbs and by
• paving the streets with asphaltic type concrete, together with any necessary grading
or base preparation and reiated work necessary to make a complete improvement,
all in accordance with Resolution of Intention No. 152 of the City of Edmonds and
Ordinance No. 841 as the same now stands, be and the same is hereby in all things
approved and confirmed.
Section 2. That each of the lots, tracts and parcels of land or other property
shown on said roll, is hereby deelared to be specially benefited by said improvement
in at least the amount charged against the same, and that the assessment appearing
against the same is in proportion to the several assessments appearing upon said
roll, and there is hereby levied an assessment against each lot, tract and parcel of
land and other property appearing upon said roll in the amount finally shown and
charged against the same thereon.
• Section 3. That the 24th day of October, 1961, be and the same is hereby
fixed as the date of the issuance of the bonds required to be issued on account of
said improvement.
Section 4. That the bonds to be issued in connection with and to pay the
costs of local improvement district No. 103 of the City of Edmonds have been sold
and shall be delivered to private individuals in the City of Edmonds.
Section 5. That the interest rate on the said bonds in said local improve-
ment district 103 be and the same is hereby fixed at five and one-half (5-1 /2"/0) per
cent per annum, and the interest rate on the unpaid assessments in said local im-
provement district 103 be and the same is hereby fixed at six (6%) per cent per
annum.
