AN ORDINANCE APPROVING AND CONFIRMING TILE ASSESSMENT AND ASSF.SS-
MF.NT ROLL OF LOCAL IMPROVEMENT DISTRICT NO. 110 FOR THE IMPROVE-
MENT OF FIFTH AVENUE SOUTH, IN THE CITY OF EDMONDS. NORTII OF
WALNUT STREET, AND EXTENDING SOUTH ALONG FIFTH AVENUE TO ELM
STREET, BY INSTALLING STANDARD CURBS AND GUTTERS, GRAIXNG THE
SIDEWALK AREA, AND SUCH OTHER GRADING AND FILLING AS IS NECESSARY
TO MAKE A COMPLETE IMPROVEMENT, ALL IN ACCORDANCE WITH RESO-
LUTION OF INTENTION NO. 159 OF THE CITY OF EDMONDS; LEVYING AN
ASSESSMENT ON ACCOUNT THEREOF AGAINS P THE SEVERAL LOTS, TRACTS
AND PARCELS OF LAND AS SHOWN ON SAID ROLL; PROVIDING FOR THE
ISSUANCE OF BONDS THEREFOR, AND FIXING THE DATE OF THE ISSUANCE
THEREOF; FIXING THE INTEREST RATE ON THE BONDS TO BE ISSUED IN
CONNECTION THEREWITH, AND FIXING THE INTEREST RATE ON THE UNPAID
ASSESSMENTS IN SAID LOCAL IMPROVEMENT DISTRICT NO. 110.
THE CITY COUNCIL OF THE CITY OF EDMONDS DOES ORDAIN:
Section 1. That the assessment and assessment roll of local improvement
district No. 110 for the improvement of the following described property:
Beginning on west margin of Fifth Ave, and common line between sec. 23
and sec. 26, Township 27 N, Range 3 EWM; thence west 120.00 feet; thence north
360.9 feet; thence east to the centerline of Fifth Avenue; thence south to the extended
north margin of lot 40, block 123, City of Edmonds, as recorded in volume 2, page
39, records of Snohomish County, Washington; thence east on said extended north
line and the north lines of lots 40, 39, 38, and 37. of said plat; thence south parallel
to the east margin of Fifth Avenue at a distance of 120.00 feet east of said east
margin to the east -west centerline of sec. 25, twp. 27 north, range 3 EWM; thence
west to the east margin of Fifth Avenue; thence north to the extended north margin
of Elm Street; thence east 180.00 feet; thence north parallel to the west margin of
Fifth Avenue at a distance of 120.00 feet west of said west margin to a point 60.00
feet south of the south line of sec. 23, twp. 27 north, range 3 EWM; thence east
to the west margin of Fifth Acenue; thence north to the point of beginning, situate
in Snohomish County, Washington;
by installing standard curbs and gutters, commencing with the existing curbs on
Fifth Avenue South, north of Walnut Street, and extending south along Fifth Avenue
to Elm Street, grading the sidewalk area, and such other grading and filling as
necessary to make a complete improvement, all in accordance with Resolution of
iIntention No. 159 of the City of Edmonds and Ordinance No. 929, as the same now
stands, be and the same is hereby in all things approved and confirmed.
Seetion 2. That each of the lots, tracts and parcels of land or other
property shown on said roll is hereby declared to be specially benefited by said
improvement in at least the amount charged against the same, and that the assess-
ment appearing against the same is in proportion to the several assessments ap-
pearing upoii Said roll, and there is hereby levied an assessment against each lot,
tract and parcel of land and other property appearing upon said roll in the amount
finally shown and charged against the same thereon.
Section 3. That the 15th day of August, 1963, be and the same is hereby
fixed as the date of the issuance of the bonds required to be issued on account of
• said irnprovement.
Section 4. That the bonds to be issued in connectionnvi.th and to pay the
costs of local improvement district No. 110 of the City- of Edmonds have been sold
and shall be delivered to Grande & Company in accordance with bid submitted
therefor on December 18, 1962.
Section 5. That the interest rate on the said beards in said local improve-
ment district 110 be and the same is hereby f ixed at 4.20% per annum, and the
interest rate on the unpaid assessments in said local improvement district 110
be and the same is hereby fixed at five (5%) per cent per annum.
