AN EMERGENCY ORDINANCE PROVIDING ADDITIONAL EXPENDITURES UVEB. AND WIVE THE AMOUNTS
BUDGETED IN 1963 FOR THE CURRENT EXPENSE BUDGET, TRd STREET DEPARTMENT BUDGET, AND
THE WATER DEPARTMENT BUDGET, DECLARING AN EMERGENCY, AND ESTIMATING THE AMOUNT BE-
QUIRED TO MEET IT.

THE CITY COUNCIL OF THE CITY OF EDMONDS DO ORDAIN AS FOLLOWS:
• Section 1. Because a large land area and a large number of persons have
recently been annexed to the City of Edmonds, increasing costs and necessitating
additional personnel, and because there wzs no experience upon which to rely in
estimating the budget requirements for maintenance and operation of the new Civic
Center in the City of Edmonds, a public emergency which could not reasonably have
been foreseen at the time of the making of the estimates for the annual budget will
require the expenditure of money not provided for in the annual budget and it is
herebv declared that an emergency exists.
Section 2. The amount of money requires to meet the emergency herein
declared is estimated to ',e $51,074.75.
Section 3. The City of Edmonds shall increase the current expense
budget in the following sums: City Attorney's salary, the sum of $450.00; salaries
for Treasurer's office, the sum of $712.16; Civic Center for salaries for 7ardening
and lawn mowing, the sum of $429.01; Civic Center for maintenance and operation,
the sum of $2,539.50; salaries for Planning Commission and Board of Adjustment,
the sum of S134.07; salaries for Flection and Registration the sum of $1,200.00;
maintenance and operation of Election and Registration, the sum of $2,829.75;
salaries of Police Department the sum of $4,000.00; employee's benefits for the
Police Department in the sum of $817.00; Office Expenses for the Police Depart-
ment, the sum of $190.00; telephone and teletype expenses for the Police Depart-
ment, the sum of $281.00; !ail expenses for the Police Department in the sum of
$120.00; uniform allowance for the Police Department in the sum of $280.00;
patrol cars and equipment maintenance and operation for the Police Department
in the sum of $1,025.00; and Police Court maintenance and operation in the sum
of $700.00, each of which sum is over and above the amount budgeted for such
expenditures in the 1963 budget, makinv. a total sum to be increased for the
Current Expense Budget of $15,707.49.

Section 4. The Citv of Edmonds shall increase the Street Department
Budget in the following, sums: salaries, the sum of $3,672.29; emoloy,e benefits
and insurance, the sum of $765.25; and maintenance and operation expense the sum
of $1,985.00, each of which sum is over and above the amount budgeted for such
expenditure in the 1963 budget, making a total sum to be increased for the
• Street Department Budget of $6,422.54.
Section 5. The City of Edmonds shall increase the Hater Department
Budget in the following sums: supplies and maintenance in the sum of $1,357.25;
water purchases in the sum of $23,225.09; excise and city tax in the sum of
$1,462.70; and capital outlt; the sum of $2,899.68, each of which sums is over and
above the amount budgeted for such expenditure in the 1963 budget, making a total
sum to be increased for the nater Department Budget of $28,944.72.
Section 6. The emergency expenditnires herein provided for shall be
paid from any funds available to the City of Edmonds for the year 1963.
Section 7. This ordinance shall take effect immediately upon its
passage and publication as required by law.
